permit does not expire until permit decision on the application is made. Continuation of the current
permit is contingent on timely and sufficient application for renewal of the current permit. Please

Elimination System (NPDES) Permit Renewal Application for the Kinder Morgan Terminals
Wilmington, LLC — River Road Terminal (Kinder Morgan). This submittal to the North Carolina
Department of Environmental Quality (DEQ) Water Quality Division (WQD) includes the following
information:
➢ NPDES Permit Application — Short Form C; and
➢ Site Location Map.
This NPDES Permit Renewal Application does not include a sludge management plan as the facility
does not generate any solids related to the NPDES discharge.

The River Road Terminal is a bulk storage terminal that stores bulk liquid products. The
wastewater treatment system consists of an oil water separator, waste holding tank, and a
wastewater holding pond. The only type of wastewater discharged is stormwater. There have
been no discharges over the last three years, but the estimated stormwater that would be
discharged if an event occurred is a 4,300,000 gallons per day.
