information is required to complete your permit renewal. Per G.S. 150B-3 your current permit
does not expire until permit decision on the application is made. Continuation of the current permit
is contingent on timely and sufficient application for renewal of the current permit.

Dear Ms. Young:
This letter is to request the renewal of the NPDES Permit issued to West Carteret Water
Corporation for the discharge associated with our water treatment plant process. Since the
issuance of the previous NPDES Permit renewal in 2012, there have been no modifications to
our plant. We have adhered to the sampling plan as submitted at that time. We do not generate
any solids.
Our plant is currently being expanded to accommodate a water line extension. Tentatively,
construction should be completed mid -2018. At that time, we expect our discharge MGD to
slightly increase due to the addition of one softener and one color filter. We will keep you
abreast of our progress.

6. Description of source water(s) (i.e. groundwater, surface water)
Five (5) active groundwater wells located in the Croatan National Forest.
7. Describe the treatment process(es) for the raw water:
The raw water enters the treatment plant from ground water wells where it first goes through an aerator
before entering two (2) 50,000 gallon ground storage tanks. The next step is iron removal. At current,
water flows through the green sand filters, which are not currently being activated by potassium
permanganate due to low iron levels in the raw water. The water then goes through ion exchange softening
followed by color removal, which is also ion exchange. After color removal, chlorine gas is added. Water is
transferred to two detention tanks, where ammonia is added after approximately 20 minutes of detention
time, which creates chloramines disinfectant. The water then leaves the plant and enters either the
distribution system or elevated storage.
S. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
The ion exchange media (softener/ color) is regenerated using a brine solution. The softener is discharged
into an effluent well and then directly into the receiving stream per the existing NPDES Permit. The color
vessel backwash is discharged into a mechanical treatment sand filter (lagoon) before entering the effluent
well and being discharged to the receiving stream. When the iron removal is in use, the backwash from
this process is discharged into drying beds where the solids are filtered and the liquid is discharged to an
effluent well to be then discharged to the receiving stream. All three processes have independent backwash
systems that discharge into a common effluent force main. The iron backwash uses potable water for
backwash and raw water for the final rinse. Softener and color vessels use raw water for backwash/fast
rinse and potable water for brine solutions.

or regulations of the Environmental Management Commission implementing that Article, shall be guilty of a misdemeanor punishable by a fine not to exceed $25,000, or by
imprisonment not to exceed six months, or by both. (18 U,S.C. Section 1001 provides a punishment by a fine of not more than $25,000 or imprisonment not more than 5
years, or both, for a similar offense,)
