Sutton Energy Complex – Wilmington, NC SynTerra EXECUTIVE SUMMARY Duke Energy Progress, Inc. (Duke Energy) owns and operates the L.V. Sutton Energy Complex (Sutton Plant) located on approximately 3,300 acres near Wilmington, North Carolina. The Sutton Plant is located along the east bank of the Cape Fear River northwest of Wilmington and west of US Highway 421. The Sutton Plant started operations in 1954 and consisted of three coal-fired boilers that primarily used bituminous coal as fuel to produce steam. The Sutton Plant ceased burning coal in November 2013 and switched to burning natural gas to generate power. The facility no longer generates coal ash. In accordance with the requirements stipulated in Coal Ash Management Act 2014 – North Carolina Senate Bill 729 (August, 2014), a survey was conducted to identify drinking water supply wells and surface water bodies located downgradient of the ash basins, herein referred to as the potential area of interest. In addition, to satisfy the requirements of the Notice of Regulatory Requirements (NORR) received by Duke on August 13, 2014, potential water supply wells located within 0.5 mile of the Sutton Plant ash management area compliance boundary are also included. The direction of groundwater flow at the site is generally toward the east with some flow toward the north, south, and west. The survey identified no wellhead protection areas or surface water bodies located within the potential area of interest. However, 32 suspected water wells were identified within 0.5 mile of the compliance boundary. In addition, the cooling pond and a portion of the Cape Fear River are also located within the 0.5 miles of the compliance boundary. Maps cross-referenced with tables providing parcel and ownership information for the survey area are provided for completeness, in accordance with the NORR. Sutton Energy Complex – Wilmington, NC SynTerra 1.0 INTRODUCTION Duke Energy Progress, Inc. (Duke Energy) owns and operates the L.V. Sutton Energy Complex (Sutton Plant) located on approximately 3,300 acres near Wilmington, North Carolina. The Sutton Plant is located along the east bank of the Cape Fear River northwest of Wilmington and west of US Highway 421. The site is shown on Figure 1. The Sutton Plant started operations in 1954 and consisted of three coal-fired boilers that primarily used bituminous coal as fuel to produce steam. Ash generated from the coal combustion was stored on-site originally in the 'former ash disposal area' and then in the 1971 ash basin (old ash basin) and followed by the 1984 ash basin (new ash basin) (Figure 2). The Sutton Plant ceased burning coal in November 2013 and switched to burning natural gas to generate power. The facility no longer generates coal ash. The discharge from the cooling pond and the ash basins is permitted by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Resources (DWR) under the National Pollution Discharge Elimination System (NPDES) Permit NC0001422. SynTerra completed a survey to identify water supply wells within 0.5 miles of the Sutton Plant ash management area compliance boundary (Figure 1). The compliance boundary for groundwater quality in relation to the ash basins is defined in accordance with 15A NCAC 02L .0107(a) as being established at either 500 feet from the waste boundary or at the property boundary, whichever is closer to the source. This drinking water well and receptor survey report has been prepared to meet the requirements stipulated in Coal Ash Management Act 2014 – North Carolina Senate Bill 729 (August, 2014) and the Notice of Regulatory Requirements (NORR) (August 13, 2014). As part of the survey, a questionnaire is being sent to owners of property within the survey area as directed by DWR. The purpose of the questionnaire is to determine if additional wells may be present in the area that were not observed or have not been previously reported. The questionnaire is also designed to collect additional information, such as well use and construction details. An addendum letter and updated information summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014. The information available to date is herein provided. Sutton Energy Complex – Wilmington, NC SynTerra 2.0 BACKGROUND 2.1 Plant and Ash Management Area Description The Sutton Plant was a coal-fired electricity-generating facility in New Hanover County, North Carolina, near the city of Wilmington. As of November, 2013, all of the coal-fired units were retired when a new, gas-fired combined-cycle facility began operation. The site is located northwest of Wilmington on the west side of Highway 421. The topography at the site is relatively gentle, generally sloping downward toward the Cape Fear River. The plant is located on the east side of the Cape Fear River. A 1,100-acre cooling pond is located between the Cape Fear River and the ash management area as shown on Figure 1. The ash management area consists of: • A former ash disposal area located south of the ash basins, on the south side of the canal; • An ash basin built in approximately 1971 (old ash basin); • A new clay-lined ash basin built in approximately 1984 (new ash basin) located on the northern portion of the management area. The ash basins are impounded by an earthen dike. The ash basin system was an integral part of the plant’s wastewater treatment system which received inflows from the ash removal system, plant yard drain sump, and stormwater flows. During coal- fired electrical generation, inflows to the ash basins were highly variable due to the cyclical nature of the operations. The Sutton Plant NPDES permit authorizes the discharge of cooling pond blowdown, recirculation cooling water, non-contact cooling water and treated wastewater from Internal Outfalls 002, 003 and 004 via Outfall 001 from the cooling pond to the Cape Fear River. The 500 foot compliance boundary circles the ash basins and former disposal area. Wastewater discharges from the ash basin is permitted by the North Carolina Department of Environment and Natural Resources (NCDENR) Division of Water Resources (DWR) under National Pollution Discharge Elimination System (NPDES) Permit NC0001422. 2.2 Description of Surrounding Properties Properties located within a 0.5 mile radius of the Sutton Plant ash management area compliance boundary are located in New Hanover County, North Carolina, with the exception of an undeveloped portion of land on the west side of the Cape Fear River in Brunswick County. Sutton Energy Complex – Wilmington, NC SynTerra purposes. There are no residential properties located within the 0.5 mile radius of the compliance boundary. Figure 2 depicts the current property use immediately surrounding the compliance boundary, based upon April 2014 aerial photographic information. Sutton Energy Complex – Wilmington, NC SynTerra 3.0 SITE GEOLOGY AND HYDROGEOLOGY 3.1 Generalized Site Hydrogeologic Conceptual Model According to the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the Sutton Plant lies within the Coastal Plain Physiographic Province. The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The Plant is located within the Tidewater region, which consists of the coastal area where large streams and many of their tributaries are affected by ocean tides (Winner, Jr. and Coble, 1989). The Sutton Plant is located on the east side of the Cape Fear River within the alluvial plain between the coastal dunes and the interior uplands (NUS Corporation, 1989). The Coastal Plain comprises a wedge shaped sequence of stratified marine and non- marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from recent to lower Cretaceous (Narkunas, 1980). Unconformably, underlying the surficial aquifer, which has an average thickness of 35 feet, is the Castle Hayne confining unit, with an average thickness of 20 feet. The Castle Hayne aquifer is composed of fine-grained sand interbedded with gray shell limestone and shell fragments. Sand beds contain varying amounts of dark green weathered glauconite. Shells are common throughout the aquifer. The average thickness of the aquifer is 60 feet in the northern Wilmington area. In the Wilmington area, the Peedee confining unit has an average thickness of 10 feet. The Peedee Formation, which underlies the Upper Castle Hayne Formation, contains fine to medium grained sand interbedded with gray to black marine clay and silt. Sand beds are commonly gray or greenish gray and contain varying amounts of glauconite. Thin beds of consolidated calcareous sandstone and impure limestone are interlayered with the sands in some places. In the eastern part of the North Carolina Coastal Plain, groundwater is obtained from the surficial, Castle Hayne, and Peedee aquifers. The Coastal Plain groundwater system consists of aquifers comprised of permeable sands, gravels, and limestone separated by confining units of less permeable sediment. Sutton Energy Complex – Wilmington, NC SynTerra characteristic of the aquifer; the area of influence of the production wells is not expected to be large enough to substantially affect the compliance monitoring wells 3.4 Groundwater Flow Direction Determination Results Groundwater at the Sutton Plant is typically located at depths of less than 2 feet below land surface (BLS) to greater than 20 feet BLS based on topography. Water level maps for the site indicate the general direction of groundwater flow appears to be radial from the ash management area with flow toward the north, east, and south. Therefore, the area east of the ash management area would be considered the potential area of interest with respect to downgradient drinking water wells as shown on Figure 3. Sutton Energy Complex – Wilmington, NC SynTerra 4.0 DRINKING WATER WELL SURVEY ACTIVITIES AND FINDINGS 4.1 State Records Review SynTerra reviewed the NCDENR Department of Environmental Health (DEH) Public Water Supply Section’s (PWSS) Public Water Supply Water Sources Geographic Information System (GIS) point data set (pwsws.shp) from the NC OneMap GeoSpatial Portal (http://data.nconemap.com/geoportal/catalog/main/home.page) to identify public water supply sources within a 0.5 mile radius of the Sutton Plant compliance boundary. According to the NC OneMap website, the Public Water Supply Water Sources point data was current through November 18, 2009, and that it is the most current GIS data set of public water supply locations available from North Carolina state agencies. The GIS point data for the public water supply wells includes, but is not limited to, information such as public water supply (PWS) system identification numbers, ownership information, PWS source type, well depth, and well yield. On June 24, 2014, SynTerra reviewed the NCDENR Division of Water Resources (DWR) Source Water Assessment Program (SWAP) online database for public water supply sources to identify wells located within a 0.5 mile radius of the compliance boundary; to confirm the location of wells included in the Public Water Supply Water Sources GIS point data set, and to identify any wellhead protection areas located within a 0.5 mile radius of the compliance boundary. The NCDENR SWAP database provides detailed assessments of all public drinking water intakes and wellhead protection areas in North Carolina. The website address is: (http://swap.ncwater.org/website/swap/viewer.htm). 4.2 Federal/Other Records Review SynTerra reviewed the United States Geological Survey (USGS) National Hydrography Dataset (NHD) obtained from the USGS National Map Viewer (http://viewer.nationalmap.gov/viewer/) to identify surface waters within a 0.5 mile radius of the compliance boundary. Hydrography data obtained from the USGS NHD is included on Figure 3. A review of public database information provided by Environmental Data Resources, Inc. (EDR) was also conducted. A copy of the EDR report is included as Appendix A. A water supply well survey was conducted by Catlin Engineers and Scientists (Catlin) in August 30, 2013 (Unpublished). The results of a Catlin survey have been incorporated into the findings of this report. Sutton Energy Complex – Wilmington, NC SynTerra 4.3 County and Utility Department Records Review The website for Cape Fear Public Utility Authority (CFPUA) was reviewed for water line layout information. CFPUA was also contacted to confirm the current accuracy of the water line map posted on the website (map date 11/6/2013). CFPUA confirmed the accuracy of the water line map and provided location information for customers in the area. The water line layout and customer location information provided by CFPUA is included as Appendix B. 4.4 Field Survey During February and March, 2014, SynTerra personnel conducted a vehicular survey along public roads located within 0.5 mile radius of the compliance boundary. Observations on property use, apparent proximity to available municipal water lines and structures that may represent potential water supply wells were noted. Thirty-two possible water supply wells were located within 0.5 mile radius of the compliance boundary. A written survey questionnaire is being mailed to the owners of properties within the survey area (Table 2). The questionnaire requests information regarding potential well location, well use, well depth and construction, date of completion, etc. Information reported from the questionnaire responses will be compiled and provided as an addendum to the survey on or before November 7, 2014. An example of the survey questionnaire is attached in Appendix C. Sutton Energy Complex – Wilmington, NC SynTerra 5.0 SUMMARY OF FINDINGS No wellhead protection areas or surface water bodies are located within the potential area of interest (Figure 3). Approximately 32 possible private water supply wells were observed, have been reported, or are assumed to be located within the survey area, within 0.5 mile of the compliance boundary. This includes eight (8) on-site wells used for plant operation. This finding is supported by field observations and the results of the records review as described in Section 4.0 above. Groundwater from beneath the ash management area flows radially north, east, and south; with most of the flow toward the east. Suspected water wells located within 0.5 mile of the compliance boundary are noted on Figure 3 for completeness. Parcel and ownership information for these potential water well locations is provided in Table 1. • Two public water supply wells (HNC-SW-3 and 4) owned and operated by CFPUA are in use; two additional CFPUA water supply wells (HNC-SW-1 and 2) are no longer in-use; • Eight water supply wells used for plant operation are located on the Sutton Plant; wells #2, #4, #5, #6A, #6B, #6D, and #6E are in operation; well #3 is off- line. • Three water supply wells have been reported for Invista and three water supply wells were observed. There is some uncertainty regarding the observed locations compared to the reported locations. A questionnaire is being sent sent to all the owners of property within the survey area as directed by DWR. These property owners are summarized on Table 2. An addendum letter and updated Figure 3 summarizing the questionnaire findings will be submitted to the DWR no later than November 7, 2014.
