Dear Mr. Leffler:
On July 8, 2008, the Division of Water Quality (DWQ) received your application dated June 30, 2008, to
fill or otherwise impact 28 linear feet of perennial stream, 16 linear feet of intermittent stream, and 10,358
square feet of Zone 1 Neuse River basin protected riparian buffers and 7,965 square feet of Zone 2 Neuse
River basin protected riparian buffers to construct the proposed greenways at the site. The DWQ has
determined that your application was incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the
additional information requested below, we will place this project on hold as incomplete until we receive
this additional information. If we do not receive the requested information, your project will be formally
returned as incomplete. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. Please enumerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer
Impact 1, etc.).
2. This Office believes that the greenway trail width can be reduced to minimize the impacts to the
protected buffer. Please revise the plans to minimize the impacts.
3. Please complete Section(s) XIV on the application.
4. Please indicate which 404 Permit the USACE has authorized for this project.
5. It is unclear from the drawing on the Plan Sheet No. 103 what is the existing path and what is the
proposed path. It seems that Zone 2 impacts will occur at the crossing of North Creek, but no
impacts are shown for Zone 2. Please provide clarification for this crossing.
