PROJECT SUMMARY: The applicant wishes to construct a new 62-lot subdivision with infrastructure and a boat ramp, parking area, staging dock, and bulkhead on a common lot for community use and is applying for a permit to do so. Field Investigation Report: Chadwick Shores Plantation S/D Page 2 --------------------------- 9. Narrative Description: The property is located near Newport at 980 and 990 Old Windberry Road in the community of Mill Creek, Carteret County. This property was formerly the site of an agricultural operation. The parcel is a 214-acre tract adjacent to Alligator Creek, a tributary of Harlowe Creek off of the Newport River. Currently, the site has gravel access roads and drainage ditches to support the previous usage. This tract was previously used for upland agricultural farming. The adjacent properties are also undeveloped with similar rural agricultural uses. The applicant wishes to change this usage by developing the property into a residential subdivision. There is approximately 20,000' of shoreline along Alligator Creek on this tract. This entire shoreline supports coastal wetland habitat. Immediate offshore water depths range from -0' to -4.0' nlw. The subaqueous substrate is soft with shell. The elevation of the high ground of the parcel is +8' above normal high water level. Vegetation on the tract mainly consists of Section 404 and coastal wetland species, pine trees, and opportunistic vegetative growth within the fallow farm fields. This tributary is about 35' across at the location of the proposed water-dependent development. These waters are classified as a Primary Nursery Area and there is no submerged aquatic vegetation present. This area is closed to shellfish harvest and has a classification of SA, High Quality Waters. There is not a Federal Channel in this area. 10. Proposed Development: The applicant wishes to construct a new 62-lot residential subdivision with infrastructure. The applicant also wishes to construct a community boat ramp, parking area, staging dock, and shoreline stabilization on a common lot adjacent to a tributary of Harlowe Creek. The upland development mainly consists of grading and asphalt road construction to support a 62-lot subdivision. This will result in the disturbance of 110 acres. A site development plan was submitted to the NC Division of Water Quality on April 21, 2008 and a sedimentation/erosion control plan was submitted to the NC Division of Land Resources on April 16, 2008. Supporting utilities and individual septic systems are also proposed. The common lot for the subdivision will be located between Lot #8 and Lot #9. This community lot has approximately 930' of shoreline with immediate offshore depths of -2' nlw. This common lot is intended as an amenity for the future residents. The lot will have a 9-foot wide upland gravel driveway and associated upland 10,000-square foot gravel parking area. From this parking area, there is an existing gravel and sand drive to connect to the proposed boat launching area. The proposed boat ramp will be located at the terminus of the driveway of the common lot. The concrete ramp will cut through a fringe area of Section 404 and coastal wetlands in order to access waters adjacent to Harlowe Creek. This area will be excavated to install the ramp at a sufficient slope. The ramp will be 30' long and 10' wide. This ramp will support small skiffs from 12'-18' in length. The proposed ramp will be supported and stabilized on either side with wooden breakwater. On the northeast side of the ramp, the breakwater will be 34' long and 1' wide. Both breakwaters will have an average height of about 3 feet. A staging dock is also proposed in association with the boat launching area. It will be located along the northeast side of the boat ramp. It will be 30' long and 3' wide. Its intended use is to support safe launching and retrieval of watercraft at the boat ramp. 11. Anticipated Impacts: This proposal will disturb about 110 acres in total for the creation of a 62-lot subdivision with associated infrastructure. The boat launching area will fill 204 square feet of coastal marsh and shade an additional 75 square feet. It will also fill 41 square feet and shade 15 square feet of Section 404 wetlands. The supporting high ground driveway and parking lot in the common area will fill 6,215 square feet will gravel. These waters are designated as Primary Nursery Area. Water depths in the immediate area range from 0' to -4' nlw. These waters are closed to the harvest of shellfish and there is no submerged aquatic vegetation present. The location of the proposed boat ramp is a result of the closest feasible high ground approach to navigable water on the tract. The parcel has historically been used for agriculture and silvicultural purposes. Proposed activities: • Construct 62 lot single family residential subdivision and roads with waterfront and interior lots • Excavate land cut for boat ramp, grade boat ramp slope and install pre-cast concrete 10' X 30' boat ramp (see desc. below) • Construct 33.8' LF wood breakwater on northeast side of boat ramp • Construct 30' LF wood breakwater on southwest side of boat ramp • Construct 30' X 3' wide wood vessel access pier beside boat ramp • Construct gravel drive and gravel parking area to access common area and boat ramp. Applicant will install roads, stormwater swales and grade lots per design specifications. Highground development will be contained by silt fence and appropriate sedimentation and erosion control measures. Many lots exist in former agricultural fields and will require minimal clearing and grading to transform the site into residences. No other activity other than the improvements to the common area is requested with the 75 ft AEC. Individual lot owners will be responsible to apply for any activities within the 75 ft on their personal lots. The common area improvements will occur at the site of the closest hghground approach to navigable water that is afforded at the site. The location has historically been used to launch, anchor and access vessels and small skiffs for the landowner and previous landowners. The boat ramp is proposed on an unnamed tributary of Harlowe Creek. Excavation of 34 SF of 404 wetlands 170.3 SF of coastal wetlands will be required in order to create the land cut for the boat ramp. 1.2 CY of material will be excavated below the NHW alignment on the steep bank. Two breakwaters will be constructed along the sides of the ramp to protect the adjacent wetlands from erosion. '/z inch spacing will be left between each vertical board within the breakwaters. The coastal wetland in the area of proposed excavation exhibits growth of Spartina patens and Distchilis spicata. This vegetation is located above the Normal High Water alignment (NHW) and lacks growth of Spartina alterniflora, Juncus roemerianus in the adjacent wetlands which are more frequently inundated. A turbidity curtain will be required around the boat ramp excavation area until all silt has settled and the project is complete. The ramp will be 30' X 10' X 0.33' and will be moved into place only after the concrete has fully cured on highground. The gravel drive will be constructed from the proposed road; will connect to the gravel parking area and onward to the boat ramp. Approaching the boat ramp from the parking area the drive will follow the existing gravel and sand drive to the boat ramp location. Prepared by: Environmental Professionals, Inc.
