Dear Mr. Moser:
Shield Engineering, Inc. (Shield) was unable to collect stormwater samples for Stormwatcr
Discharge Outfall (SDO) #001 and SDO #002 at the Mount Holly facility for the month of
December 2016. According to rainfall data collected for the month, qualifying storm events
occurred on December 4th, December 18th, and December 29th, measuring 0.55 inches, 0.18
inches, and 1.08 inches, respectively. An additional 0.34 inches and 0.70 inches of rain were
measured on December 5th and December 6th, respectively. Each of these events took place on
the weekend, after normal business hours or within 72 hours of the last qualifying storm event.
Shield will continue to monitor daily weather conditions and attempt to continue coordination of
appropriate staff and resources to facilitate adequate sample collection. A partially completed
Discharge Monitoring Report form is attached to this cover letter for signatures of the
appropriate authorized permittee and submittal to the State.
Daimler's Mount Holly facility remains in Tier Three of the NPDES General Permit No.
NCG030000. Shield greatly appreciates the opportunity to provide environmental services to

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief,no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."
