In reply to your e-mail received January 26, 2017, in which you requested comments for the above referenced
project The NC Division of Water Resources offer the following comments:
1. The project is an ex[ension of Commerce Drive from tlie terniinus of Commerce Drive to Piney
Green Road. This extension will cross lributaries of Nor[heas[ creek. Northeas[ Creek is assigned
stream Index Number 19-16-(0.5) and is designated ass SC;NSW.
2. Northeast Creek are class SC; NSW waters of the S[ate. 'fhe NCDW R is very concerned wi[h
sedimen[ and erosion impacts [hat could resul[ from [his project. The NCDWK reconunends that
highly pro[ec[ive sediment and erosion con[rol BMYs be implemented to reduce the risk of nutrient
runoff [o Northeast Creek. Additionally, to meet the requirements of NCDOT's NPD�S permi[
NCS0000250, the NCDWR requests that road design plans provide treatment of the s[onn water
runoff through best management practices as de[ailed in the tnost recent version of lhe North
Cm�olrnu Depnrlment of7�•unspa7ntion Stornnvnler Best Managemen( Prnctices Toolboxmanual.
General Project Comments
3. The environmental dowment should provide a detailed and itemized presenta[ion of the proposed
impacts to wetlands and sheams wi[h corresponding mapping. lf mitigation is necessary as required
by I SA NCAC 2H.0506(h), it is preferable to presen[ a conceptoal (if not finalized) mitigation plan
with the environmental docinnentation. Appropriate mitigation plans will be required prior to
issuance of a 401 Water Quality Certification.
4. ln accordance with the Environmental Management Commissiods Rules (I SA NCAC 2H.0506[h]),
mitigation will be required for impac[s of grea[er [han 150 linear feet to any perennial stream. In [he
event Hiat mitigation is required, the mitigation plan shall be designed [o replace appropria[e los[
functions and values. The North Carolina Division of Mitigation Services may be available for
assistance with stream mitigation.
5. Whenever possible, Ihe NCDWR prefers spanning struc[ures. Spanning s[inctures usually do not
require work within the sheam or grubbing of [he stream6anks and do not require s[ream channel
realignment. The horizontal and verlical clearances provided by bridges shall allow for human and
wildlife passage beneath the structure. Fish passage and navigation by canoeists and boaters shall not
be blocked. Bridge supports (bents) s•hould no[ be placed in the stream when possible.

6. Bridge deck drains shall not discharge d'vectly into the stream. Stormwater shall be directed across
the bridge and pre-treated through site-appropriate means (grassed swales, pre-formed scour holes,
vegetated buffers, etc.) before en[ering [he sheam. To meet the requirements of NCDOT's NPDES
permit NC50000250, please refer to the most recent version of the North Carolina Deparhnent of
Transportation Stormwater Best Management Practices Tool6ox manual for approved measures.
7. The 401 Water Quality Certification application will need to specifically address the proposed
methods For stormwater management. More specifically, stormwater shall not be permitted to
discharge directly into streams or surface waters.
8. If foundation test borings aze necessary; it shall be noted in the document. Geotechnical work is
approved under General 401 Certification Number 3883/Nationwide Permit No. 6 for Survey
Activities.
9. All work in or adjacent to stream waters shall be conducted in a dty work area. Approved BMP
measures &om the most current version of the NCDOT Construction and Maintenance Activities
manual such as sandbags, rock berms, cofferdams and other diversion structures shall be used to
prevent excavation in flowing water.
10. Heavy equipment should be operated &om the bank rather than in stream channels in order to
minimize sedimentation and reduce the likelihood of introducing other pollutants into streams. This
equipment shall be inspected daily and maintained to prevent contamination of surface waters from
leaking fuels, lubricants, hydraulic fluids, or other toxic materials.
Thank you for requesting our input at this time. Once more detailed information is provided, more project specific
comments can be provided. The NCDOT is reminded that issuance of a 401 Water Quality CertiFication requires
that appropriate measures be instituted to ensure that water quality standards aze met and designated uses are not
