Dear Mr. Ingram:
This correspondence is in reference to the Neu -Con Umbrella Mitigation Bank, Arrington
Bridge III Wetland Mitigation Site, located in eastern North Carolina. The site is adjacent to the
Neuse River in the Upper Neuse Cataloging Unit (03020201) and located southeast of the
intersection of Arrington Bridge Road and U.S. Highway 117, in Goldsboro, Wayne County,
North Carolina. The purpose of this letter is to confirm the second credit release associated with
successful completion of all restoration and enhancement activities for the mitigation site.
Pursuant to the Mitigation Banking Instrurnent (LIMBI) entitled, Neu -Con Umbrella Wetland
Mitigation and Stream Restoration Bank, approved April 2, 2001 and amended April 10, 2009;
the site-specific Arrington Bridge III Final Mitigation Plan dated November 30, 2015; the
Arrington Bridge III Baseline Monitoring Report received August 2016; the Monitoring
Performance Bond received January 31, 2017; and the September 8, 2016, onsite meeting
conducted by Mr. John Thomas with the Raleigh Regulatory Field Office, Ms. Andrea Hughes
and Ms. Kim Browning with the Wilmington District Regulatory Division, and Mr. Mac Haupt
with the North Carolina Division of Water Resources, fifteen percent (15%) of the mitigation
site's total restoration and enhancement credits shall be available for sale immediately upon
completion of all of the following activities:
a. Successful completion of all stream restoration and enhancement activities as described in
the Arrington Bridge III Final Mitigation Plan dated November 30, 2015; and depicted on
Drawing Sheets PCI-PC2, Fl, Ml, Dl -D3, and El, included in the Arrington Bridge III Project
Design Plans dated September 15, 2015.
b. Successful completion of all planting activities as described in the Arrington Bridge III
Final Mitigation Plan dated November 30, 2015; and depicted on Drawing Sheet P1, Planting
Plan, included in the Arrington Bridge III Project Design Plans dated September 15, 2015.

IPA
By copy of this correspondence, we confirm that you have satisfied the above requirements
for initial release; and 4.88 wetland mitigation units (WMU's) constituting 15% of the mitigation
bank site's total restoration and enhancement credits are now available for sale.
