Dear NPDES Unit:
Please let this letter serve as Charlotte Water's request for a minor modification of NPDES Permit #NC0030210.
Charlotte Water is requesting this modification to relocate its second downstream monitoring location (Mallard Creek
Below 2 at NCSR 1304 and Rocky River) from its current location to a new location on the Hwy 49 Bridge at Rocky
River. Charlotte Water is making this request because our Safety Team recently identified the current location at
NCSR1304 as a safety risk. A substantial increase in high speed traffic due to recent development in the area and
insufficient space on the shoulder of the road to properly conduct safe sampling from the bridge were reasons cited in
the report.
As a result, Charlotte Water is proposing a new second downstream monitoring location at the Hwy 49 Bridge over
Rocky River. This location provides Charlotte Water's field sampling technicians with a safe area to park and a more
substantial shoulder on the bridge from which, they can more safely collect their samples. In addition, the proposed
location is roughly a mile downstream of our current location and to our knowledge does not have any significant
incoming flow or loading contributions between these locations. As indicated on the attached maps, inputs to the
creek between the current and proposed locations consists of four intermittent streams producing water only during
rainfall events and one small continuously flowing stream originating from a spring fed lake (the larger of the Twin
Lakes).
Please see the attached maps for reference to the current upstream monitoring location and the proposed new.
