Forest City operators were told has not operated correctly for some time. Pressed sludge runs out door into containment area. During June 2^d walkthrough/inspection some trace residulas were noticed on top of manhole cover. We were told this sludge would be high in metals concentration. We believe this is culprit for excessive solids violations taking place at Riverstone WWTP from December 2015 till Horsehead facility idle begin March 2016.
