County: Document: Guilford CE Funding: � State � Federal � Yes ❑ No Permit Type.• Not Listed Project Description: The NCDOT proposes to remove Bridge No. 214 on Judge Adams Road (SR 3058) over Little Alamance Creek and construct on new location an extension of Konica Drive (SR 3224) in Guilford County. Bridge No. 214 was built in 1956 and is considered to be structurally deficient. Since Bridge No. 214 is not to be replaced, Konica Drive (SR 3224) will be extended to the west for property access. The proposed project measures approximately 0.57 mile (3,000 feet) long by a proposed ROW width of 60 feet. Based on a preliminary design, the Area of Potential Effects (APE) measures approximately 4.13 acres (180,000 square feet). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site iile search was conducted at the Office of State Archaeology (OSA) on Thursday, June 6, 2013. An archaeological survey at this particular bridge location or along Konica Drive (SR 3224) has never been conducted; however, two (2) archaeological sites have been recorded within one- half (1/2) mile of the proposed project, speciiically along the banks of Little Alamance Creek. Digital copies of HPO's maps (Gibsonville Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday, June 17, 2013. There are no known historic architectural resources located within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic ar prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Both State and Federal funds are to be spent on this project, which will also require a Federal permit; the need for permanent and/or temporary easements has not been determined at this time. However, a 60-ft corridor of new ROW will be required in order to construct an extension of Konica Drive (SR 3224), running parallel to I-40/I-85. All activities involved in the removal of Bridge No. 214 are to take place within the existing ROW for Judge Adams Road (SR 3058); however, the Konica Drive (SR 3224) extension is to be constructed within newly acquired ROW (i.e. 60-ft corridor) from the current end of Konica Drive (SR 3224) to the end of Judge Adams Road (SR 3058), a distance of about 3,000 feet. From an environmental perspective, the APE consists of the rolling and undulating terrain of the North "No ARCHAEOLOGYSURVEYREQUIRED " farm for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 7 Project Tracking No.: 13-05-0038 Carolina Piedmont, and is composed primarily of Coronaca clay loam, 2-6% slopes (CrB) and Coronaca clay loam, 6-10% slopes (CrC). An area of Madison sandy loam, 15-35% slopes (MaE) and Chewacla sandy loam (Ch) is also present within the APE along an unnamed tributary of Little Alamance Creek. Although both Coronaca soil types are well-drained and occur on broad, smooth interstream divides and smooth side slopes, a reconnaissance of the proposed corridor on Monday, June 17, 2013 revealed a significant amount of natural and artificial (i.e. man-made) disturbances. A buried natural gas pipeline already runs the length of the proposed corridor, with two main valve locations, one at the midway point and one at the west end of the corridor. The corridor also already serves as an overhead power line easement. In addition, a sanitary sewer line was noted at the midpoint of the corridor as well as a water line at the proposed intersection/corner with Judge Adams Road (SR 3058). Finally, large piles of exposed rock and boulders run the length of the corridor in between the interstate and the proposed alignment and mark the post-1950s expansion of what was then US 70 into I- 40/I-85. Two (2) archaeological sites were recorded within the vicinity of the proposed project as a result of the Alamance Creek Reservoir Project; at that time (mid-1970s), the area around both sites was described as suffering from moderate to severe erosion. Such is the case today for most of the landform within the project corridor as was seen during the field reconnaissance. Overall, the project corridor is unlikely to contain significant cultural, archaeological, ar historical resources. Based on the information above, there should be no archaeological survey required for this project. If design plans change, then additional consultation regarding archaeology will be required. In particular, the stone foundation remains of a domestic structure presumably related to the Rock Creek Dairy Farm, operated by the Gibsonville Development Company (1917-1956), are present along Judge Adams Road (SR 3058); the remains are considered outside the APE as currently proposed and were, therefore, not investigated. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
