Nikki, this looks to be a very small watershed. I suspect this system may not even have flow at certain times of the
year. Aquatic passage is not going to be as important as stream stability; therefore WRC does not object to NCDOT's
proposal.

Good morning! I need your help/review/input on the above attached documents.
The first is the abbreviated NRTR for the above TIP.
Just as a quick back ground of the project — this is a bridge that currently crosses Lake Maclntosh in Guilford county and
is falling apart. As in I wouldn't take a golf cart over it much less a car or utility truck. So, in order to provide access to
the properties on the north, as well as providing access for the numerous utility companies that have a large easement
through this area, Konica Drive (which parallels I-40 — this is right near Red Oak Brewery FYI) will be extended. There is a
UT to Little Alamance Creek that will be crossed (see the attached 65% design plan). Due to existing grades, topography,
etc. and the fact that the existing 66" CMP is perched about 1%z', DOT is proposing a drop inlet and then a new 72"
RCP. This will address the elevation difference from the existing pipe to the extension. We wanted your
input/concurrence on this approach before we submit for approvals from the USACE and DWR; we met last week on this
issue with Dave Bailey and now are sharing with you. Our main justification is that the existing pipe is currently under I-
40 and with it being perched, we figure there is little to no "aquatic life passage" actually occurring.
The next item is the attached abbreviated NRTR. My concern is that the small whorled pogonia survey was done in
2013; it has been my experience that you require the surveys to be no more than 2 years old. I'm getting some push
back that the 2013 survey will be acceptable and I'd rather discuss with you up front, especially since there is habitat
present, just no species in 2013.
