Dear Mr. Kichefski:
The 1�Tarth Carolina Department of Transportation is scheduled to replace Bridge #317
with a triple barreled box culvert at the same lacation. The existixzg sta�ucture is a 20'
wide x 31' long single span bridge. The praposed structure is a triple barreled I�CBC - 3
@ 10' wide x 6' high x 43' long. The proposed culvert will be placed on a 0.22% grade
�vith no sills added ta either of the base flow barrels. We will install 2' tall sills on tl�e
inlet and outlet of the single stormwater barre� to isalate base flow. The entire culvert
will be buried 1' into the streambed. Floodpiains will be constructed up axzd downsirea�
of the new culvert {see details in plans). An aff-si�e detou�r is proposed. Stream impacts
are tab�alated below.

Construction af the new culvert wiIl require temporary dev�ratering. Flaw will be diverted
with nan-earthen dilces into a fabric lined diversion as shawn in the "CuJvert Canstructi+�n
Sequence". �nce the new structure and floodpl�.ins are in place, the irngervious dik�s
wiIl be remaved and precanstz-uctian streambed elevations will be restored.
Construetion of this project will require impacts to waters of the Unxted States in the
Yadkin River Basin. The existing bxidge crosses the West Prong Roaxing River (Class:
C}. No endangered s�ecies were identified at the project location but it is requested that
the Corps coordinate with USFWS regarding any potential bat issues.
kIisto�c compliance wark has been completed. No archaeological issues and na historic
properties were identified.
The praject iznpacts are nat significant in nature and s�ould nat alter the best usage for
this stream. All apprflpriaie BMPs will be used during construction. Attached is a
Preconstruction Notification Form, plan sheets, a marked topography map and
photographs_

401/Wetlands Unit, issue the appropriate permit for construction of this project. It is
requested that any comments related to the 401 certification be electronically farwarded
directly to me with a copy sent to the US Army Corps af Engineers.
