Based on a field meeting with members of the Merger Team on December 19, 2007 to review
wetland and stream crossings of the "least environmental damaging and practicable alternative"
and a review of the proposed culvert and bridge recommendations as presented in the December
3, 2007 meeting information package, the Project Team has concurred on this date of December

Project Description: The US 311 project area is located in Randolph County, between Archdale
and Randleman in the central piedmont region of North Carolina. R-2606 begins at the proposed
High Point East Belt in the vicinity of SR 1920 (Tuttle Road) and extends to US 220 north of
SR 1712 (Pineville Road). R-2606 B begins north of SR 1929 (Spencer Road) and extends south of
US 311. R-2606 C begins south of US 311 and extends south to US 220 (see aerial photographs).
The recommended improvement includes a four-lane divided freeway with a 70-foot wide grass
median. The proposed project will be part of the future Interstate I-74 connecting Detroit, Michigan
with Charleston, South Carolina.
Six build alternatives were considered in the Environmental Assessment (EA) approved in
March 1997. Corridor C was selected as the preferred alternative in the Finding Of No
Significant Impact (FONSI) approved February 26, 1999. Corridor C was preferred by the
interagency project team because it was less expensive, minimized impacts to the Randleman
Lake water supply watershed, and provided the most desirable connection with the future 1-73
and I-74 corridors.
Bridging Location and Alignment Review of the US 311 Project: Preliminary Design Plans
were provided to the Merger Team members and reviewed at two Merger Meetings. The first
meeting was held on September 24, 1998, and a field review meeting was held on January 8,
1999. Alignment revisions were reflected in the preliminary plans shown in the approved 404
Individual Permit package dated March 14, 2007. The proposed stream crossing structures will
be constructed at the following locations:

Concurrence Point 2A Field Meeting
On December 19, 2007, a Concurrence Point 2A Field Meeting was held for the subject project.
The purpose of the meeting was to reach concurrence on bridging requirements for the project.
The site meeting focused on four major stream crossing locations.
Background
To date, this portion of the US 311 project has been referenced as R-2606B&C. Parts B&C are
now being consolidated and will be designated at R-2606B in all future correspondence. An
overview of the project is described in the concurrence meeting packet (dated December 3, 2007)
that was distributed to the meeting participants.
Six build alternatives were considered in the Environmental Assessment (EA) approved in March
1997. Corridor C was selected as the preferred alternative in the Finding Of No Significant

Preliminary design plans were previously reviewed with the Merger Team at two meetings. The
first meeting was held on September 24, 1998, and a field review meeting was held on January 8,
1999. Alignment revisions were reflected in the preliminary plans shown in the approved 404
Individual Permit package dated March 14, 2007.
The individual permit authorization was based on preliminary designs. The project is to be
advertised for delivery as a design-build project. The Merger Team decisions will be
incorporated in the final design for the project to be developed after the selection of the design-
build team.
Site Review
Eighteen stream crossings (Sites 13 - 30) are within the R-2606B limits. Of these, only four sites
have drainage areas sufficient to require structures larger than 72 inches in diameter. These sites
are described as follows:

Preliminary dimensions for culverts and alternative bridges were presented. The sites were
reviewed in reverse order beginning with Site 29 (US 220) and concluding at Site 14 (near
Bronzie Lawson Rd). A summary of the comments and recommendations for each site is
provided as follows in numerical order.
Site 14 - U.T. to Muddy Creek [Near Bronzie Lawson Rd (SR 1930)]
This stream crossing is within a cattle pasture. There were no comments or concerns expressed
by Merger Team members at this location. The team members concurred that a reinforced
concrete box culvert (RCBC) is appropriate for this crossing with preliminary dimensions of
2@8'x7'x340'.
Site 17 - Bob Branch [Near Banner Whitehead Rd (SR 1931)]
This stream crossing is in a wooded area beside an agricultural field. A tributary that flows
alongside a cattle pasture joins Bob Branch within the project limits. Two items were discussed
at this location.

1. Brian Wrenn (DCDWQ) asked for the designers to investigate the possibility of relocating
the tributary to connect with Bob Branch outside of the project limits. This could also
help with debris cleanup along part of the affected tributary.
2. A question was raised about on-site mitigation opportunities. According to Brett Feulner
(NCDOT - NEU), on-site restoration opportunities have been identified for R-2606A. A
separate feasibility study is being initiated to address the potential for other nearby
mitigation opportunities.
There were no other comments or concerns expressed by Merger Team members at this location.
The team members concurred that a culvert (RCBC) is appropriate for this crossing with
preliminary dimensions of 2@8'x8'x340'.
Site 27 - U.T. to Back Creek [Near Heath Dairy Rd (SR 1511)]
This stream crossing is in a wooded area. Kathy Matthews (EPA) asked if floodplain overflow
pipes had been considered in this area. Ann Gamber (NCDOT Hydraulics Unit) noted that only
preliminary hydraulic investigations have been completed to date, and appropriate floodplain
overflow issues would be addressed during the design stage.
There were no other comments or concerns expressed by Merger Team members at this location.
The team members concurred that a culvert (RCBC) is appropriate for this crossing with
preliminary dimensions of 1 @8'x8'x280'.
Site 29 - Back Creek [US 220 (Existing RCBC)]
This stream crossing is located in a wooded area at a culvert crossing along existing US 220.
Several concerns were expressed at this location.
1. Kathy Matthews asked for clarification on the lengths of stream impacts presented in
Table 1 a of the meeting package. It was noted that these lengths were also presented in
the approved permit package and represented the total lengths of Back Creek and an
unnamed tributary within the interchange footprint area.
2. Travis Wilson (NCWRC) noted that culvert extension on the west side would eliminate a
substantial length of existing stream. He commented that the culvert extension should be
designed to provide a slope that is compatible with the existing stream slope.
3. Richard Spencer (USACOE) is concerned with debris blockage associated with sharp
bends in culvert extensions. The design should account for future access to the structure
for maintenance and debris removal. His agency does not want to be in a position to
review a future emergency permit application that requires additional stream impacts
(such as with a causeway) in order for maintenance activities to occur. NCDOT
representatives noted that NCDOT Maintenance Personnel will have input in the
selection of the design-build team.

4. Brian Wrenn commented that outlet of the culvert extension should be located at an angle
that will not lead to further downstream erosion or stream bank failure.
The team members concurred that culvert (RCBC) extensions on each side of US 220 are
appropriate for these crossings. The existing culvert would be extended to include approximate
1@10'x9'x360' extensions on each side.
The Merger Team members concurs that culverts or culvert extensions are appropriate structures
for these crossings, and they signed the concurrence form (see attachment). The following is a
summary of comments to be addressed during the design process:
• Site 17 - Bob Branch - investigate the possibility of relocating the unnamed tributary to
connect with Bob Branch outside of the project limits.
• Site 29 - Back Creek - confirm that the proposed culvert extension slope is compatible
with the existing stream slope.
• Site 29 - Back Creek - design the culvert extensions to allow sufficient room for access
associated with maintenance and debris removal.
• Site 29 - Back Creek - the proposed outlet of the culvert should be located at an angle that
does not lead to downstream stream bank failure.
