Box 218 North Wilkesboro,NC 28659 Subject: Technical Correction of NPDES Permit Permit NCO020761 Thurman Street WWTP Wilkes County Class III SIC 4952 Dear Mr. Smith: The Division was contacted by Scott Perry, ORC, in regards to the addition of the Total Residual Chlorine (TRC) narrative and the continued listing of the backup chlorination/dechlorination system in the June 4, 2015 final permit. Upon further investigation by the Division, the backup chlorination/dechlorination system reference should have been removed and the addition of the TRC narrative to the final permit was in error. Mr. Perry was advised there was no permit concerns other than accuracy at this point, however, Mr. Perry requested that corrected pages be issued to replace the in error final permit pages. Enclosed are technical corrected pages for NPDES Permit NC0020761. Please replace the pages in your current NPDES permit with the corrected pages and discard the removed pages. This technical correction does not affect any other terms, conditions, or compliance actions covered by the current permit. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. [The exclusive authority to operate this facility arises under this permit. The authority to operate the facility under previously issued permits bearing this number is no longer effective.] The conditions, requirements, terms and provisions of this permit authorizing discharge under the NPDES govern discharges from this facility. Town of North Wilkesboro is hereby authorized to: 1. Continue to operate an existing 2.0 MGD wastewater treatment facility that includes the following components: • Mechanical bar screen with manual bypass bar screen • Grit chamber • Influent composite sampler • Influent pump station with four(4) influent pumps • Influent flow meter • Three(3) 0.064 MG primary clarifiers with sludge pump station • Two (2) 0.5 MG aeration basins with mechanical aerators • Splitter box • Four(4) 0.099 MG secondary clarification with RAS and WAS pumps • Effluent flow meter • LTV disinfection system • Effluent composite sampler • Two (2) 0.279 MG aerobic digestors with blowers • One (1) 0.03 MG sludge thickener tank with pumps and blower • One (1) 0.99 MG sludge holding/decant tank with mixer, and truck load out station and pump • Six (6) 2,500 ftdrying beds with drain system to headworks(receiving for pump and haul materials) • Backup generator This facility is located at the Thurman Street WWTP (100 Thurman St, North Wilkesboro)in Wilkes County. 2. Discharge from said treatment works at the location specified on the attached map into the Yadkin River, currently classified C waters in hydrologic unit 03040101 of the Yadkin-Pee Dee River Basin. Page 2 of 9 Permit NCO020761 (Continued A. (1)EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS) Footnotes: 1. No later than 270 days from the effective date of this permit, begin submitting discharge monitoring reports electronically using NC DWR's eDMR application system. See special condition A. (4). 2. U: at least 100 yards upstream from the outfall. D: at least 100 yards downstream from the outfall. As a member of the Yadkin-Pee Dee River Basin Association, the subject facility is not responsible for conducting the instream monitoring requirements summarized above. Should your membership in the Association be terminated, the Division shall be immediately notified and all instream monitoring requirements will be immediately reinstated. 3. The monthly average effluent BODS and total suspended solids concentrations shall not exceed 15%of their respective influent value(85%removal). 4. Total Nitrogen (TN) = (NO2-N + NO3-N) + TKN, where (NO2-N + NO3-N) and TKN are Nitrite/Nitrate Nitrogen and Total Kjeldahl Nitrogen respectively. 5. Chronic Toxicity (Ceriodaphnia) P/F @ 1.6% with testing in January, April, July, and October, see special condition A. (2). Total Silver shall be sampled to coincide with the toxicity sample. 6. The permittee shall perform three Effluent Pollutant Scans and four second species toxicity test during the term of this permit, see special condition A. (3). b. There shall be no discharge of floating solids or visible foam in other than trace amounts. Page 4 of 9
