Explain the purpose of the proposed project: The purpose of this project is to construct roads, sidewalks and infrastructure, which will support a 145 single family lots, as well as 10 multi -family buildings, that will provide 228 residential units, and an amenities center, in Hampstead, a rapidly growing area of Pender County, North Carolina. Describe the overall project in detail, including the type of equipment to be used: With this project, it is anticipated that cumulative impacts will entail the permanent filling of 0.39 acre of 404 jurisdictional wetlands. The proposed fill is to take place in three different areas and will facilitate the construction of a main arterial road (Road A), which runs from Hwy. 17 to Hoover Road, the construction of an access road (Road E) and a crescent access road (Road G), as well as rill for building foundations on lots 20, 21 and 22. Please see Appendix D for details. Heavy machinery, such as backhoes, dump trucks, graders, and pavers, will be utilized during the construction of the project. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts to jurisdictional features, associated with the proposed development cannot be avoided altogether, as the configuration of the on-site features, and Pender County's setbacks and interconnectivity requirements, prohibit this alternative. However, from the onset of this project, the Applicant has considered the impacts the development may have on the natural resources, and has worked with the engineer to minimize those impacts as much as possible. This was accomplished by redesigning the subdivision's roads and infrastructure. For example, Impact Area A (Road A) was narrowed, in the area where it crosses wetlands, by situating the sidewalk as close to the roadway as possible and reducing the slopes from 3:1 to 2:1. This reduced the impact by 6,100 SF (0.14 AC). Retaining walls were considered at this crossing, but were rejected, as Pender County requires a grassed shoulder along the sidewalk, thus the impact with the retaining wall would be the same as is proposed with this plan. 2b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fence, as well as other best management practices, will be utilized during the construction process. This is necessary to ensure sediment does not discharge into the wetland and to mark the limits of authorized impact. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State The Applicant intends to. offset the loss of riparian wetland functional value that will take place as result of filling 0.39 -acre of wetlands, with payment to the North East Cape Fear Umbrella Mitigation Bank (NECFUMB) for 0.50 -acre of riparian wetland restoration credit and 0.30 -acre of non -riparian wetland restoration credit. In total, the Applicant is proposing 0.80 -acre of wetland restoration credit for 0.39 -acre of wetland impact, a 2:1 mitigation -to -impact ratio. Once the USACE has approved the mitigation proposal, a credit reservation letter will be submitted. 2a.
