Page 10 of 10 Documentation for Pre -Construction Notification (PCN) Form 7424 Deer Track Drive, City of Raleigh, NC B. Project Information and Prior Project History 3a. Project Description The project is located in a fully developed residential neighborhood at 7424 Deer Track Drive. The watershed contributing to an unnamed tributary of Hare Snipe Creek in the Neuse River watershed to be repaired is 178 acres. Land use is mostly residential with 4 dwellings per acre, 6 dwellings per acre, apartments, and retail commercial. The project will be limited to stabilization of the existing stream that bisects the back yard of the residence. The site will be accessed from the existing driveway and equipment will be limited to the area shown as the limits of disturbance on the plans. 3b. List the total estimates acreage of all existing wetlands on the property No wetlands are located and within the limits of disturbance for this project. 3d. Explain the purpose of the project The existing stream has been incising for a number of years. The incision has caused unstable stream banks that are actively eroding. The banks have eroded back in some areas exposing roots from adjacent trees. The purpose of this project is to provide long term stabilization of the stream through re -shaping of the stream bank, stream toe reinforcement at bends, and re -vegetation of the stream banks in its current location. Tie-ins to the existing stream dimension and elevation upstream and downstream of the property will be maintained. 3e. Describe the overall project in detail, includingthe he type of equipment to be used. The stabilization project will be limited to the stream on property located at 7424 Deer Track and less than 20 feet of stream length at 7420 Deer Track Drive to tie in the improvements downstream. The stabilization work will be primarily sloping the stream banks back to an appropriate slope. The stream has been sized to accommodate bankfull flows and a bench established to accommodate larger flows within this incised profile. The bankfull bench within the south east side of the stream will be graded to transition into the existing natural bench at the downstream tie in. The stream banks will be stabilized with riparian seed, erosion control matting, and woody vegetation. On the outside of bends in pools, the stream toe will be stabilized with a rock toe to resist the higher flow stresses anticipated at this location during large storm events. Existing tree removal was minimized only the trees shown on the construction plans with exposed roots or in areas of bankfull benching will be removed. The contractor will work around all other trees to remain. The stream bisects the property and therefore one stream crossing will be required to move construction equipment to the east side of the stream. The stream crossing will be bridge mats that will be placed at the top of the banks, no stream disturbance will occur. The stream has good pattern and a stable profile therefore no work will be completed in the channel, only work will be completed on the stream banks and within the stream buffers. The stream buffer in zone one will be impacted for construction access. Work in zone 2 will be for construction access and stream bank stabilization. The equipment to be used in the project is earth moving equipment and various other support apparatuses. Heavy equipment may include hydraulic excavator, compactors, bulldozers, skidsteer loaders, and dump trucks to load and unload materials. The construction equipment will enter the site from Deer Track Drive along an existing driveway and will perform all construction within a defined limit of disturbance. Work will be completed primarily from the west bank with access to the east bank provided by a bridge mat crossing. C. Proposed Impacts Inventory 6i- Comment -,- B 1: Stream bank stabilization with occur along the east and west banks. The area will be re- graded, matted, and re -vegetated. B2: Construction equipment will enter from Deer Track Drive. The area will be re -vegetated to match existing yard or natural area conditions. D. Impact Justification and Mitigation la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. This project is necessary to stabilize the stream channel and to eliminate active erosion of the stream channel bank. The project has been minimized by limiting the repairs to the stream bank. No changes in pattern or profile are proposed with this design. The buffer impacts have been minimized in the wooded area by identifying access areas and the preservation of as many trees as possible within the forested buffer. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Bypass pumping of the normal flow for the stream will be maintained while work on the bank and stream toe is in progress. Bank stabilization, covering the slope with riparian seed and coir matting, will occur daily upon completion of bank grading. Permanent woody vegetation will be installed on all stream banks by hand. F. Supplementary Information 5d. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? The site is an existing urban residential area that has been previously impacted by development. Habitat is not present for Wake County listed vertebrate and invertebrate endangered species with the exception of Northern Long Eared Bats. Michaux's sumac prefers open areas and is relatively shade intolerant. The site is forested with other open areas currently being mowed. A few trees are planned to be removed as a part of the project however it is not anticipated that these few trees would not be an impact to critical habitat for the Northern Long Eared Bat in Wake County. This work could be completed prior to or after nesting if required by US Fish and Wildlife.
