Duke Energy Progress, LLC hereby requests that the NPDES permit for the facility be reissued. Enclosed are EPA Application Form 1 — General Information, EPA Application Form 2C —Wastewater Discharge Information and EPA Application Form 2F— Stormwater Discharges Associated with Industrial Activity, all in triplicate. With reissuance of the NPDES permit, Duke Energy Progress, LLC requests the following: Corporate Name Update The current Corporate name is Duke Energy Progress, LLC and it is requested that all permit documents and NPDES related electronic datasets be updated to reflect this name. Once-Through Cooling Water, Service Water - Outfall 001 Confusion has arisen with the current format and structure of the effluent table and associated notes for A. (1) Effluent Limitations and Monitoring Requirements [001]. Please consider the following suggested approach: A. (I.)EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS [001] During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge once-through cooling and non-contact service water through Outfall 001. Unless otherwise specified, the Permittee shall sample the combined effluent from both units. During periods of outages the Permittee may maintain minimum unit flows required for the safe and efficient operation &maintenance of plant systems. 2. At times when the system demand is within 200 MW of available system reserves, the Permittee may suspend flow limitations upon notice to the Regional Supervisor. Notice shall include anticipated flow rates and an estimate of the duration of flow rates in excess of those otherwise allowed. 3. The Daily Maximum flow limit is suspended for twenty-four hours after changing once- though cooling water valve/pump configuration. Confusion has also arisen with the language regarding the grab sampling for Total Residual Chlorine for Outfall 001. The sampling point for Outfall 001 is the quiescent forebay to the effluent pump station (Caswell Beach Pump Station) prior to the ocean outfall. The existing language references"multiple grab samples" but should only reference a single grab sample). Please consider the following suggested language: CHLORINE—There shall be no discharge of Total Residual Chlorine (total residual oxidants) at the ocean outfall. Total Residual Chlorine or total residual oxidants are to be measured monthly at the Caswell Beach Pump Station by a grab sample. Sanitary Waste Treatment - Outfall 004 Duke Energy Progress, LLC respectfully requests Flow be removed as a Monthly Average Discharge Limitation. The effect of this change will be similar to other outfalls whereby flow is not a specific limit, but will be monitored, and the performance standards for the effluent will govern the quality of the discharge. This is consistent with 15A NCAC 02B .0508(d) and the Federal Effluent Guidelines. These performance standards are protective of public health and the environment. If this approach is not possible, the Monthly Average Discharge Limitation should remain at 0.055 MGD. NC DEQ/DWRNVQ Permitting Section Page 3 of 4 RECEIVEDINCDEQIDWR JUN 01 2016 Sanitary Waste Treatment - Outfall 010 Water Quality Permitting Section Duke Energy Progress, LLC respectfully requests Flow be removed as a Monthly Average Discharge Limitation. The effect of this change will be similar to other outfalls whereby flow is not a specific limit, but will be monitored, and the performance standards for the effluent will govern the quality of the discharge. This is consistent with 15A NCAC 02B .0508(d) and the Federal Effluent Guidelines. These performance standards are protective of public health and the environment. If this approach is not possible, the Monthly Average Discharge Limitation should be increased from 0.036 MGD to 0.150 MGD. Storm Drain Stabilization Facility Pond - Outfall 011 Duke Energy Progress, LLC respectfully requests the Measurement Frequency for Outfall 011 parameters be modified to read "Once per Discharge Event". This treatment system operates as a batch process (similar to Low Volume Waste- Outfall 005). Federal Clean Water Act 316(b) Language Duke Energy Progress, LLC respectfully requests the Section 316(b) application of the Federal Clean Water Act addressing Once Through Cooling Water Intakes be due with the next renewal application. The alternative schedule request is provided in Addendum A. Stormwater Duke Energy Progress, LLC is also providing three (3) additional copies under separate cover to the NC DEQ Division of Energy, Mineral and Land Resources (DEMLR) for their involvement regarding Industrial Stormwater management. Duke Energy Progress, LW Brunswick Steam Electric Plant National Pollutant Discharge Elimination System Permit Number NC0007064 ADDENDUM A Alternate Schedule Request §316(b) of the Clean Water Act Final regulations to establish requirements for cooling water intake structures at existing facilities were published in the Federal Register on August 15, 2014 (i.e. regulations implementing §316(b) of the Clean Water Act) with an effective date of October 14, 2014. Per §125.91(a)(1)-(3) Applicability, the Brunswick Steam Electric Plant is subject to the requirements at §125.94 through §125.99(316(b) requirements) based on the following: — The facility is defined as an existing facility (i.e. commenced construction prior to January 17, 2002); — The facility is a point source discharge; — The facility uses a cooling water intake with a design intake flow (DIF) of greater than 2 million gallons per day (MGD) to withdraw water from waters of the U.S.; and — Twenty-five percent or more of the water withdraws on an actual intake flow basis are exclusively used for cooling purposes. Per §125.98(b) Permitting requirements, 316(b) requirements are implemented through the NPDES permit. Facilities subject to the final rule are required to develop and submit application materials identified at §122.21(r). The actual intake flow (AIF) of the facility determines which submittals will be required. Facilities with an AIF of 125 MGD or less are required to submit material identified at §122.21(r)(2)-(8), whereas, facilities with an AIF greater than or equal to 125 MGD are required to submit materials presented in §122.21(r)(9)-(13), in addition to information identified at §122.21(r)(2)-(8). Duke Energy would like to request the above information, with the exception of §122.21(r)(6) Chosen Method(s) of Compliance with Impingement Mortality Standard, for Brunswick Steam Electric Plant to be required with the subsequent permit renewal application due after July 14, 2018. Since Brunswick Steam Electric Plant is subject to the entrainment best technology available (BTA) determination, a compliance schedule to complete §122.21(r)(6) Chosen Method(s) of Compliance with Impingement Mortality Standard will be requested to be included in the permit upon issuance of the entrainment BTA determination2. Significant work has been completed on reducing both impingement and entrainment and ongoing entrainment and impingement studies are required to demonstrate these reductions at Brunswick. However, the recently finalized 316(b) rule request information and evaluations that were not previously required. Specifically, information requested in §122.21(r)(6) — r(12) are additional reports and studies that will need to be conducted and developed. In addition, the regulations require the §122.21(r)(10), §122.21(r)(11), and §122.21(r)(12) studies to be peer reviewed, which will require additional time to complete upon finalizing these studies. Additionally, the United States Environmental Protection Agency (USEPA) — Headquarters (HQ) have indicated guidance is being prepared to assist in interpreting and implementing the rule requirements, however, this guidance is not expected to be issued until the 316(b) litigation is completed, which is not expected to occur until 2017. The alternate schedule, therefore, is justified. A summary of these reasons are as follows: • The historical entrainment data will need to be reviewed to ensure the data meets the requirements of §122.21(r)(9) . If additional analyses are required based on this review, it is expected that the analysis would need to be completed over a two-year period. This review will, also, involve concurrence from both the Peer Reviewer and the state. • Preparation of the reports to satisfy §122.21(r)(10), (11) and (12) based on guidance expected to be provided by USEPA, which is not expected to be issued until 2017. It is prudent to wait to develop these submittals once the guidance is issued to avoid unnecessary re-work. • For the §122.21(r)(13) Peer Review, Duke Energy estimates this could take up to 12 months to complete. This, also, takes into account the other six Duke Energy stations that will be undergoing the peer review process concurrently. 1 Refer to§125.95(a)(1)and (2) 2 Refer to§125.94(b)(1) 2 Duke Energy Progress, LLC Brunswick Steam Electric Plant National Pollutant Discharge Elimination System Permit Number NC0007064 North Carolina Department of Environmental Quality (NCDEQ) has previously determined Brunswick fully meets the 316(b) requirements of the CWA. This is documented in the current permit under condition A.(9), which states: "A. (9.) 3J 6 (b) REQUIREMENTS Impingement and entrainment studies conducted for the past 20 years indicate that the facility's operation and maintenance of cooling water intake structure (CWIS) is consistent with the intent of 40 CFR 401.14. The Permittee shall continue to properly operate and maintain the CWIS." Cooling water for the plant is drawn from the Cape Fear River and discharges into the Atlantic Ocean approximately 2,000 feet off-shore. In addition to cooling water, all other waste streams at the plant ultimately discharge to the Atlantic Ocean. Chemical constituents contained in this discharge will, in part be representative of the naturally occurring chemical quality and quantity of the intake water and will also have chemical constituents of such quality associated with similar discharges for nuclear generating facilities of this size, type, and In this geographical location. Either all or part of the elements in the Periodic Table, either singularly or in any combination, may from time to time be contained in the discharge. Each component of the discharge is described below. Once-Through Cooling Water, Service Water(Outfall 001) Cooling water is withdrawn from the Cape Fear River via an intake canal. At the point where the intake canal intersects the river, a diversion fence screens out larger organisms. The intake structure for once-through cooling water has 42 fine mesh screen panels and 8 coarse mesh screen panels rotating in front of all four pump bays for each unit. Normal operating configuration is for 3 CWIPs to be in service at all times for each unit, for a total of 126 fine mesh screen panels and 24 coarse mesh screen panels in service per unit. The 4d' pump bay for each unit will be maintained with the with the same number of fine mesh and coarse mesh screen panels as the other three pump bays, such that if the 4th pump is put into service, there will be no impact to the number of fine or coarse mesh screen panels in operation. Aquatic organisms impinged on the traveling screens are washed off and returned to the estuary. The once-through cooling water discharge consists of water that has circulated through the condensers of Units 1 and 2. The temperature rise over the condenser is approximately 15° - 30° Fahrenheit. The service water is used to cool heat exchangers associated with the turbine and reactor closed cooling water systems. The temperature rise of the service water is approximately 10° Fahrenheit. Both of these systems discharge to the Atlantic Ocean via the 5.4-mile effluent channel and pumping station at Caswell Beach. Prior to entering the plant, both cooling water and service water are chlorinated to minimize bio-fouling in the piping, heat exchangers, and other plant components. The once-through cooling water pump flows will be verified periodically during the operating cycle. If a significant difference is found between the flow rates, the once- 1 Duke Energy Progress, LLC Brunswick Steam Electric Plant National Pollutant Discharge Elimination System Permit Number NC0007064 through cooling water pumps/valves will be adjusted during upcoming maintenance or refueling outages to reflect the appropriate flow rate. In addition, flow will be verified after changing pump/valve configurations if needed. Since the source of the cooling water and service water is near the mouth of the Cape Fear River, the chemical constituents of the discharge are representative of the water in the river. The chemical constituents, in quality and quantity, are subject to many variables such as tides, rainfall, and other discharges to the river. Radwaste Treatment (Outfall 0031 The radwaste treatment system is designed to collect, store, and process any radioactive (or potentially radioactive) liquids associated with operation of the nuclear power plant. These low volume waste streams are collected in tanks and sampled for radioactivity prior to discharging to the effluent channel. A representative tanks is also sampled for TSS and oil and grease in accordance with the NPDES permit. The tanks are discharged intermittently, one at a time, at a rate of up to 200 gpm. Flow rates are identified on EPA Form 2C Item II C. Radioactive components of releases are regulated by the Nuclear Regulatory Commission. These tanks are described below: Floor Drain Sample Tanks and Waste Sample Tanks (23.000 aal. capacity each) These tanks receive the majority of the radwaste, primarily from in-plant drains and sumps, which contain high purity water. After the water is treated by demineralization and filtration, it is either recycled back into the plant or released. Detergent Drain Tanks (1,200 gal. capacity) - This tank receives water from showers and other in-plant drains that may collect water used for general cleaning purposes and is treated by filtration prior to release. Salt Water Release Tank (34,250 aal. capacity) - This tank receives water used for general cleaning purposes and water that leaks into the plant from the cooling and service water systems, as well as waste water from the turbine building air wash system which cools and removes humidity from the air that is re-circulated through the turbine buildings. The water is treated by filtration prior to release. Sanitary Waste Treatment (Outfalls 004 & 0101 The BSEP is served by a 0.055 million gallons per day (MGD) extended aeration sewage treatment plant consisting of two separate package trains connected to serve as one plant or two separate trains with one discharge. Aerated sludge is disposed of off-site via a contract disposal firm. 2 Duke Energy Progress, LLC Brunswick Steam Electric Plant National Pollutant Discharge Elimination System Permit Number NC0007064 The Brunswick Support Facilities are supported by a 0.036 MGD extended aeration sewage treatment plant consisting of two separate package trains connected to serve as one plant or two separate trains with one discharge. Aerated sludge is disposed of off-site via a contract disposal firm. The BSEP is currently planning a consolidation of the two existing extended aeration sewage package plants. In addition to the consolidation, a hydraulic expansion is being incorporated into the design to accommodate higher flows experienced during BSEP outages. The firm rated capacity of the new and expanded sanitary treatment plant is anticipated to be 0.150 MGD. Low Volume Waste (Outfall 005) The current Storm Drain Stabilization Pond (low volume waste pond) is approximately 39 acres and holds approximately 47 million gallons. The pond collects rainwater and water from miscellaneous low volume waste drains. When sufficient water has accumulated in the pond, it is released through an underflow/overflow standpipe and valve at the rate of up to 1,000 gpm. The released water flows into the intake canal at a point approximately 500 yards from the intake pumps, where it is drawn into the plant circulating and service water system, and eventually released into the effluent channel. (It is not possible for low volume wastes to flow out to the river due to the proximity of the discharge point to the intake pumps.) Wastewater may be retained in the Low Volume Retention Pond for up to approximately three months before discharge. Treatment consists of sedimentation, evaporation, neutralization, and transpiration (due to profuse plant growth in the pond). Low volume sources and storm water from almost all of the plant yard discharges into the Storm Drain Collection Basin prior to being routed to the Low Volume Retention Pond. The Storm Drain Collection Basin is equipped with an oil skimmer for treatment of the effluent prior to discharge to the Low Volume Retention Pond. Although chemical treatment of the waste is not a general practice, there are provisions for neutralizing the waste in the collection basin, if necessary, using caustic or acid. There are eight sources, which are routed to the low volume waste system (Outfall 005) or (Outfall 011), including both intermittent and routine flows. These sources are described below. 1. Auxiliary Boiler Systems The plant operates one auxiliary boiler to generate steam as necessary for various plant systems. Less than 50 gallons/week are discharged from this system as routine blowdown. About once a year, the boiler is drained and inspected, resulting in approximately 3,500 gallons of wastewater per event. 3 Duke Energy Progress, LLC Brunswick Steam Electric Plant National Pollutant Discharge Elimination System Permit Number NC0007064 2. HVAC Cooling Towers An HVAC cooling tower is used to cool each of the two Turbine Buildings. The towers blow down approximately 6.4 gpm to the Storm Drain Collector Basin. 3. Demineralized Water System The purpose of the Mobile Make Up Water Treatment Unit (MMWTU) is to provide ultra pure demineralized water for the BSEP. Demineralized water is used throughout the BSEP for many purposes. Some of which include the Fuel Pool make up, precoat tank fill, and cooling for pump bearings. The MMWTU system is also the primary supply to the Condensate Storage Tanks. The demineralized system is a reverse osmosis (RO) based system with demineralizers for final polishing, using county water as the raw influent water. The truck-mounted system takes county water from the site potable water system after passing through the charcoal bed. The demineralized system produces product water along with a brine concentrate that is drained to the storm drain system at a pH of 6.0-8.0. Amount of usage for product water, not including brine and rinse water, is 11 million gallons per year at normal flow and 12 million gallons at high flow. This creates a brine solution of 5.7 million gallons a year. Brine water consists of concentrated contaminants of the county water system. Some additives are used to enhance the system performance. Approximately 450 lbs of sodium hydroxide per year is used for Chlorine destruction, and approximately 50 lbs per year of polyaluminum chloride and 50 gallons per year of Hypersperse MDC 150 are used as an antifoulant. Rinses are done when the system is started up, this is done by dumping product water and brine water together until product water reaches certain parameters. Rinses are approximately 225,000 gallons per year. There is approximately one chemical cleaning a year for the RO membranes. The rinse consists of 70 lbs/yr of GE Water Kleen MCT 103, and 70 lbs/yr of GE Water Kleen MCT 511. The rinses are drained to the storm drain system at a pH of 8.0-9.0. 4. Standby Liquid Control Test Tank This 210 gallon tank contains demineralized water and occasionally, Borax and boric acid. The tank is released quarterly, if the levels exceed 10 ppm Boron. 5. Turbine Building Closed Cooling Water During each refueling cycle, (approximately once every 24 months), one heat exchanger containing approximately 2,100 gallons of water may be drained. Occasionally, a system feed and bleed is required to maintain Chemistry control. Diesel Generator Cooling Water System Minor sources of non-potable water leaks from this generator system (four diesel generators) and drains into the collection basin. Additionally, the cooling water system is drained periodically for maintenance (Approximately 900 to 1000 gallons). 7. Maintenance Activities During maintenance activities at the facility it may become necessary to drain all or some portion thereof of the following plant systems; service water, circulating water, potable water, and demineralized water. Maintenance activities at the facility may also require flushing of system piping with the discharge to the storm drain system. In addition, the facility may find it necessary to wash equipment with demineralized water with the discharge to storm drains. 8. Independent Spent Fuel Storage Installation (ISFSI) An ISFSI vault was installed at the facility in 2009. Storm water runoff from the concrete surface and concrete vault will be collected and pumped to either of the active storm drain stabilization ponds. None of the spent fuel rods housed in the vault will come in contact with the storm water runoff, the runoff is expected to have characteristics similar to that of any other impervious surface (concrete) runoff. Storm Drain Stabilization Facility Pond (Outfall 011) The Storm Drain Stabilization Facility Pond is approximately 3.7 acres, hold approximately 6 million gallons of water, and discharges on a weekly basis during normal operation. Discharges can be more or less frequent depending upon storm water input. When sufficient water has accumulated in the pond, it is released through an underflow/overflow standpipe and valve at the rate of up to 1,000 gpm for approximately one week, or as needed. The Storm Drain Stabilization Facility Pond has a graded native soil berm with a geotextile liner, a lower HDPE liner, Geonet drainage layer and detection/collection sumps, leak detection layer and an upper HDPE liner. The Storm Drain Stabilization Facility Pond has a Parshall flume weir and sampling station located downstream of the outfall riser structure. This Facility has the same inputs as Outfall 005 as the normal configuration. Ground Water Well Extraction System (Outfall 012) In March of 2011, 92 ground water extraction wells onsite began operating to remove approximately 52,000 gpd of tritated ground water from the site. The wells discharge into the intake canal through Outfall 012, or to the Storm Drain Stabilization Facility Pond (Outfall 011).
