' An air sparge/soil vapor extraction (AS/SVE) system is currently operating to remediate
shallow soil and groundwater from historic petroleum releases at the Terminal. The
remediation effort is regulated by the North Carolina Department of Environment and Natural
Resources (NCDENR).
The SVE system uses blowers to extract soil vapor and some liquids from below the
ground surface. The liquids (consisting of groundwater and soil vapor moisture condensate)
' will have dissolved petroleum compounds typically present in gasoline and diesel. The current
system consists of a high vacuum blower to remove vapor and liquid from extraction wells, a
knockout drum to separate liquids from vapor, and an aboveground storage tank for temporary
storage of the recovered groundwater. Proposed additional equipment to be installed to treat
' the groundwater prior to disposal to the NPDES discharge point include an oil/water
separator, an air stripper, and up to two carbon vessels. Average flow through the system is
anticipated to be approximately 5 gallons per minute (gpm), which includes instantaneous
batch discharges of approximately 20 gpm. An Engineering Alternatives Analysis is provided in

' The source is a petroleum groundwater remediation system. Analytical results from a
sample collected from the condensate holding tank on March 13, 2014 did not have any
detections of petroleum compounds except for MTBE(6.4 ug/L) (Attachment 2).
' The following maximum concentrations have been detected in groundwater samples
collected in the area where the remediation system is operating:
' Benzene (16,000 ug/L), toluene (99,000 ug/L), ethylbenzene(1,600 ug/L),
Xylenes (26,000 ug/L), MTBE(44,000 ug/L), 1,2-dichloroethane (2,000 ug/L),
Napthalene (1,600 ug/L).

as worst case. The groundwater remediation system condensate will typically resemble the

ENGINEERING ALTERNATIVES ANALYSIS
This Engineering Alternatives Analysis (EAA) has been prepared on behalf of Magellan
' Midstream Partners, L.P. (Magellan) in order to request permission to discharge treated
groundwater from the groundwater remediation system at Magellan's Charlotte II Terminal
(Terminal) to the current NPDES permit (Permit #NC0005185) held by the terminal. The
Terminal is located at 7924 Mount Holly Road and the groundwater remediation system
equipment building is located on the adjoining property at 8026 Mount Holly Road in Charlotte,
Mecklenberg County, North Carolina. The proposed remediation system discharge will
' discharge to the existing Terminal's outfall location via a separate pipe connected to the
Terminal's outfall pipe. A Site Location Map is attached as Figure 1.

Remediation System Flow Projections:
Extraction rates may increase or decrease throughout the year due to a fluctuating groundwater '
table. Because of this variability, an estimated average design-flow rate would be approximately
5 gallons per minute (gpm), which includes instantaneous batch discharges of approximately 20
gpm, and an estimated annual discharge of 1 million gallons per year. '
Technologically Feasible Alternatives Analysis:
The following alternatives have been evaluated: ,
• Connection to an existing wastewater treatment plant — A request to connect to the ,
Charlotte-Mecklenburg publicly owned treatment works (POTW) was submitted on
February 11, 2014. The Charlotte-Mecklenburg POW is not currently accepting
connections and the request was denied; therefore this alternative is infeasible. ,
• Land application—land application is infeasible based on land constraints.
• Infiltration galleries — infiltration galleries were discussed as a potential alternative with
the NCDENR. According to the NCDENR, infiltration galleries were used more in the '
past and/or typically more along the coast for groundwater remediation. Infiltration
galleries require a separate underground injection control (UIC) permit, and are generally
discouraged by the agency for remediation. The soil type at the Terminal, predominantly '
silt and clays, are less conducive to infiltration than sandy soils and would require large
surface area to be effective for the proposed flow rates. For the reasons listed above,
infiltration galleries are not considered further at this time. '
• In-situ groundwater remediation wells — The current remediation system utilizes air
sparge (AS) technology as an in-situ groundwater remediation technology. Soil vapor
extraction (SVE) and catalytic oxidation systems are used in conjunction with the AS '
system to capture and treat fugitive volatile organic carbon (VOC) emissions generated
by the AS system. Occasionally moisture condensate and groundwater build-up or
infiltrate the SVE system—and it is for this water that the NPDES permit modification is '
being requested. Other forms of in-situ treatments, such as in-situ chemical oxidation

CISCO) and thermal treatments are not recommended due to potential risks to buried
' infrastructure such as pipelines.
• Closed-loop groundwater remediation wells - These types of wells present the same
issues discussed with "infiltration galleries"above.
' Economic Feasibility of Alternatives:
' Due to current existing infrastructure, land uses, limited land availability, and regulatory agency
constraints, discharge options for treated moisture condensate/groundwater at the Terminal are
very limited. The alternatives discussed above are not feasible at this time; therefore an
' economic feasibility evaluation of alternatives was not conducted.

Explanation of QC Qualifier Codes
' Qualifier Meaning
TB (ESC) - Additional method/sample information: Sample(s) received past/too
close to holding time expiration.
' U BDL (EPA) - Below Detectable Limits: Indicates that the compound was
analyzed but not detected.
' Qualifier Report Information
ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and
as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted
by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical
' results. Each qualifier is designated in the qualifier explanation as either EPA or ESC.
Data qualifiers are intended to provide the ESC client with more detailed information concerning
the potential bias of reported data. Because of the wide range of constituents and variety of
matrices incorporated by most EPA methods,it is common for some compounds to fall outside of
established ranges. These exceptions are evaluated and all reported data is valid and useable
' "unless qualified as 'R' (Rejected) ."
Definitions
' Accuracy - The relationship of the observed value of a known sample to the
true value of a known sample. Represented by percent recovery and
relevant to samples such as: control samples, matrix spike recoveries,
surrogate recoveries, etc.
Precision - The agreement between a set of samples or between duplicate samples.
' Relates to how close together the results are and is represented by
Relative Percent Differrence.
Surrogate - Organic compounds that are similar in chemical composition, extraction,
and chromotography to analytes of interest. The surrogates are used to
' determine the probable response of the group of analytes that are chem-
ically related to the surrogate compound. Surrogates are added to the
sample and carried through all stages of preparation and analyses.
TIC - Tentatively Identified Compound: Compounds detected in samples that are
' not target compounds, internal standards, system monitoring compounds,
or surrogates.

Explanation of QC Qualifier Codes
Qualifier Meaning '
T8 (ESC) - Additional method/sample information: Sample(s) received past/too
close to holding time expiration.
Qualifier Report Information
ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and '
as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted
by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical
results. Each qualifier is designated in the qualifier explanation as either EPA or ESC.
Data qualifiers are intended to provide the ESC client with more detailed information concerning
the potential bias of reported data. Because of the wide range of constituents and variety of '
matrices incorporated by most EPA methods,it is common for some compounds to fall outside of
established ranges. These exceptions are evaluated and all reported data is valid and useable
"unless qualified as 'R' (Rejected)."
Definitions ,
Accuracy - The relationship of the observed value of a known sample to the
true value of a known sample. Represented by percent recovery and
relevant to samples such as: control samples, matrix spike recoveries,
surrogate recoveries, etc. '
Precision - The agreement between a set of samples or between duplicate samples.
Relates to how close together the results are and is represented by
Relative Percent Differrence.
Surrogate - Organic compounds that are similar in chemical composition, extraction, '
and chromotography to analytes of interest. The surrogates are used to
determine the probable response of the group of analytes that are chem-
ically related to the surrogate compound. Surrogates are added to the
sample and carried through all stages of preparation and analyses.
TIC - Tentatively Identified Compound: Compounds detected in samples that are '
not target compounds, internal standards, system monitoring compounds,
or surrogates.

Explanation of QC Qualifier Codes
Qualifier Meaning
J3 The associated batch QC was outside the established quality control range
for precision.
Qualifier Report Information
' ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and
as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted
by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical
results. Each qualifier is designated in the qualifier explanation as either EPA or ESC.
Data qualifiers are intended to provide the ESC client with more detailed information concerning
the potential bias of reported data. Because of the wide range of constituents and variety of
' matrices incorporated by most EPA methods,it is common for some compounds to fall outside of
established ranges. These exceptions are evaluated and all reported data is valid and useable
"unless qualified as 'R' (Rejected)."
t Definitions
Accuracy - The relationship of the observed value of a known sample to the
true value of a known sample. Represented by percent recovery and
relevant to samples such as: control samples, matrix spike recoveries,
surrogate recoveries, etc.
Precision - The agreement between a set of samples or between duplicate samples.
Relates to how close together the results are and is represented by
Relative Percent Differrence.
' Surrogate - Organic compounds that are similar in chemical composition, extraction,
and chromotography to analytes of interest. The surrogates are used to
determine the probable response of the group of analytes that are chem-
ically related to the surrogate compound. Surrogates are added to the
sample and carried through all stages of preparation and analyses.
' TIC - Tentatively identified Compound: Compounds detected in samples that are
not target compounds, internal standards, system monitoring compounds,
or surrogates.
