SUBJECT: Merger Screening Teleconference for the US 158 Bypass (Oxford
Outer Loop), from US 158 Business (Roxboro Road) West of
Oxford to US 158 Business (Williamsboro Street) East of Oxford,
Granville County, WBS Element 40440, TIP Project No. R-2257.
A Merger screening meeting was held on October 12, 2007 at 2:00 PM in the Project Development
and Environmental Analysis Branch offices of the Transportation Building to discuss TIP Project
R-2257. The following people were participants:

This teleconference was called as the result of conversations among USAGE, DENR-DWQ, and
PDEA. The purpose of this meeting was to investigate what points of the Merger Process to pursue
to properly develop the project. Some existing prescoping and scoping investigations and reports
from previous project development efforts had been made available to participants. The following
is a summary of observations, recommendations and instructions by the participants:

? The project is to widen US 158 Bypass from a two-lane roadway to a four-lane, median-
divided roadway.
? Both ends of the project are proposed to have short lengths of new location alignments to make
US 158 and US 158 Bypass the through movement.
? The purpose and need for the project, as determined in the scoping meeting is satisfactory.

? Other than stream and wetland impacts, there are no presently known endangered or threatened
species, environmental justice, historic, archeological, Section 4(f), Section 6(f), or other
limiting issues in the vicinity of the project. (Note: This is a state-funded project and certain
limiting issues listed above do not apply. They are mentioned for the record.)
? Asymmetrical, best-fit widening is proposed.
? Streams are perpendicular to the current and proposed roadway in most instances.
? For a project of this length, wetland impacts appear to be minimal. Quad mapping is consistent
with that observation.
? Wetland and stream impacts must be minimized by shifting asymmetrical widening to the side
of least impact wherever practical.
? Special attention should be given to new alignments at both ends of the project to minimize
impacts.
? When temporary alignment is begun, it will be important to reconvene and explore
minimization of impacts before the EA draft written.
? Anticipate holding concurrence points 4B and 4C.
? Notes from this meeting should be distributed to the prospective merger team, allowing them to
comment.
? Drainage at the beginning of the project indicates there may be a structure between Roxboro
Road and NC 96 that is not shown on the preliminary hydraulics investigation. (PDEA is to
follow-up.)
? Jordan Creek and some of its tributaries look to be parallel to US 158 Bypass near Webb High
School. The proposed widening needs to be done to the south of the existing roadway.
? Proposed new locations at the beginning and end of the project should consider streams and
wetlands as a critical factor due to the watershed areas shown on the quad map.
Conclusions
? TIP Project R-2257 will not go through the full merger process.
? The merger screening agencies (USACE, DENR-DWQ, and NCDOT) will meet again prior to
completion of the Environmental Assessment to re-evaluate the project.
? It is anticipated that the project will go through Concurrence Points 4B and 4C.
