Duke Energy Carolinas, LLC (Duke) is submitting herewith three copies of supplemental
information in support of the NPDES renewal application. This update is in addition to the
renewal application submitted February 26, 2016, for your review.
This submittal is intended to provide an update of modifications that will be necessary to comply
with recently enacted laws and regulations including the Federal Coal Combustion Residual
(CCR) rule and the North Carolina Coal ash Management Act of 2014 and HB 630 of 2016.
Specific permit requests from Duke Energy are identified in bold throughout this submittal.
With numerous federal and state requirements to coordinate and implement in a short time for
the site, planning and sequencing of work are paramount and dynamic. As such, final scope and
sequence for all work is not complete at this time. Where scope is still not finalized, Duke has
provided a range of options that are being evaluated and provided various alternate scenarios in
an attempt to limit the number of subsequent submittals necessary. It is Duke's belief that the
information provided in this submittal is of sufficient detail to allow for review and issuance or
renewed NPDES permit for the Buck Combined Cycle and Buck Steam Station plants
(collectively referred to as Buck). This is consistent with the guidance received from DEQ staff
in a meeting on November 20, 2015 and follow up correspondence dated January 11, 2016 and
January 28, 2016.

1. Duke requests that the emergency spillway of cell 3 of the ash basin complex (ABC)
be included as a wastewater outfall. The emergency spillway is located in the
southeastern corner of cell 3 of the ABC (please see Attachment 1). The approximate
coordinates of the spillway are (35.709248, -80.361477). According to calculations there
is still 2.5 feet of freeboard during a 100-year storm event. Duke requests that sampling
of this spillway be waived due to the small likelihood of an overflow and more
importantly due to unsafe conditions associated with sampling during an overflow
event.
2. Area of wetness (AOW) disposition.
Duke has previously identified a number of AOWs within the property, all of which have
been included in Buck's renewal application. Duke requests that the Buck AOWs be
permitted in the following fashion:
a) S-02, S-03, S-06, S-07, and S-10 should not be included in the permit due to
being natural stream features and being free from wastewater pollutants;
b) S-12 should not be included in the permit since it has been repaired;
c) S-01, S-04, S-05, S-08, S-09, S-11, S-13, S-14, S-15, S-16, and S-17 should be
designated as effluent channels;
i) S-15 can serve as the representative sampling point for the combined
flow of S-05, and S-14, and S-15;
ii) S-09 can serve as the representative sampling point for the combined
flow of S-17, S-16, S-11, and S-09;
Three wet areas were discovered earlier this year. The wet areas were labelled as such:
a)WO-A- a muddy area at the terminus of a dry ravine about 20 feet to the north
of S-06; Duke thinks this area is of the same source of S-06 and should be
treated the same as S-06 above;
b) WO-B - a groundwater spring emerging in the coal yard and whose water
eventually leads to the coal yard sump; Duke thinks that this is not a seep
associated with the ash basin and should not have any permit requirements;
c) WO-C - a wet area in the vicinity of S-09; Duke could not confirm this audit
observation and thinks it should not have any permit requirements.
3. Duke requests specific authorization within the reissued permit that,upon ceasing
or reducing flows to the ABC, decanting and dewatering of the basin through
existing wastewater outfall 002 can occur. Specific authorization for decanting and
dewatering is a condition currently in the NPDES permits at Sutton and Marshall. Duke
requests specific authorization that the ABC may be decanted and dewatered and

that permit limits associated with these activities be included in the permit. A
temporary WWTS may be needed to meet future permit limits. Additional treatment for
the dewatering process may be completed via chemical and/or physical processes prior to
discharge to outfall 002. This treatment system may require the addition of a coagulant
and/or flocculent to enhance solids removal.
4. Duke requests that flows from the combined cycle wastewater sump be permitted to
discharge through outfall 001. In an attempt to dewater the ABC as quickly as possible,
Duke is planning to reroute a major source of wastewater-Buck's combined cycle
wastewater sump - away from the ABC and to discharge adjacent to (i.e., 35.71384, -
80.37539) the structure of existing but non-functioning outfall 001 (see Attachment 2).
Wastewater generated from the Buck combined cycle facility includes cooling tower
blowdown, treated oil/water separator effluent, reverse osmosis reject water, and treated
sanitary waste effluent. Water analysis for the Buck combined cycle wastewater sump is
available in the recently submitted NPDES permit renewal application dated February 26,
2016.
Currently the cooling tower blowdown line discharging into the Buck combined cycle
wastewater sump is chlorinated. The cooling tower blowdown line has an existing
sodium bisulfite system that will be commissioned prior to discharge of Buck combined
cycle wastewater to outfall 001. The addition of sodium bisulfite reduces chlorine to
chloride ion, eliminating its oxidation potential.
5. Duke Energy is requesting a new outfall (006) be permitted for wastewater from
Buck's combined cycle wastewater sump.
Due to the timing of the issuance of Buck's industrial stormwater permits and the
issuance of Buck's NPDES wastewater permit, the temporary outfall option was designed
to provide the quickest way to dewater the ABC. However, demolition of the powerhouse
is set to begin in 2017, so we would not be able to safely utilize outfall 001 in perpetuity.
Duke has therefore designed a solution to this schedule issue. As shown in Attachment 3,
the lines for outfall 001 and outfall 006 emerge from a shared valve box just south of the
railroad. The line for outfall 006 eventually leads to just west of the boat ramp. The line
will be buried as much as possible, but the extent is still being determined. Outfall 006
(35.71416, -80.37413) will discharge the same wastewater as outfall 001. In fact the
wastewater from the Buck combined cycle wastewater sump was analyzed, and the data
was submitted in the February renewal application. Transitioning from the use of outfall
001 and outfall 006 should be seamless,but both outfalls may need to function
simultaneously for a period of time to ensure functionality.
