On August 31, 2016, Duke Energy Carolinas (Duke) submitted to NCDEQ an update to the subject NPDES permit
application. As part of that application submittal, Duke requested that flows from the combined cycle wastewater
sump be permitted to discharge through outfall 001. As discussed, in an attempt to dewater the Ash Basins as
quickly and efficiently as possible to mitigate any seepage, Duke is planning to reroute a Buck's combined cycle
wastewater sump away from the Ash Basins and to discharge this water adjacent to the existing outfall 001 (see
Attachment 1). The coordinates for this location are 35.71384, -80.37539. Wastewater handled through the
combined cycle sump includes cooling tower blowdown, treated oil/water separator effluent, reverse osmosis reject
water, and treated sanitary waste effluent. Water analysis for the Buck combined cycle wastewater sump is
available in the recently submitted NPDES permit renewal application dated February 26, 2016 and is included as
Attachment 2. Currently the cooling tower blowdown line discharging into the Buck combined cycle wastewater
sump is chlorinated. The cooling tower blowdown can be treated with a sodium bisulfite system prior to discharge of
Buck combined cycle wastewater to outfall 001.
As a result of expected NPDES permit timing and to facilitate ash basin closure activities, Duke is requesting
authorization to proceed with the relocation of the wastestream to the outfall location as described in the February
26, 2016 renewal application while the NPDES permit renewal process continues. This change would not create
any new wastestreams but would more accurately be described as a relocation of an existing wastestream already
being released to the Yadkin River.

PART C - If you are a primary industry and this outfall contains process wastewater, refer to Table 2c-2 in the instructions to determine which of the GC/MS fractions you must test for. Mark "X" in
column 2-a for all such GC/MS fractions that apply to your industry and for ALL toxic metals, cyanides, and total phenols. If you are not required to mark column 2-a (secondary industries,
nonprocess wastewater outfalls, and nonrequired GC/MS fractions), mark "X" in column 2-b for each pollutant you know or have reason to behave Is present. Mark "X" in column 2-c for each
pollutant you believe is absent. If you mark column 2a for any pollutant, you must provide the results of at least one analysis for that pollutant. If you mark column 2b for any pollutant, you
must provide the results of at least one analysis for that pollutant if you know or have reason to believe it will be discharged in concentrations of 10 ppb or greater. If you mark column 2b for
