Hamilton, Executive Director TO: Amanda Jones, USACOE Asheville Regulatory Field Office FROM: Ron Linville, Regional Coordinator Habitat Conservation Program DATE: July 30, 2007 SUBJECT: SRI 301, Bridge 75, Broadway Street, Blairs Fork (Spainhour) Creek, TIP No. B-3933, Caldwell County Although this is indicated as a North Carolina Department of Transportation (NCDOT) TIP project, the Town of Lenoir is requesting federal 404 and state 401 approvals. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25). The project will replace a 40.5 foot bridge at the existing location. The new structure will be a 55-foot, single span cored-slab bridge. Approaches will provide a 24-foot pavement with two 12-foot lanes with curbing and guttering. Each approach will be 150 feet in length (total of 300 feet). A traffic detour is proposed so Broadway Street will be closed until project completion. Impacts from the new bridge will be limited to 64-feet of riprap protection. It is our understanding that some streams in this area are listed as impaired [303 (d)] waters and that the Santee Chub (Cyprinella zanema) NCSR is known from Lower Creek in Burke County. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project. We recommend the following for the project: 1. Stringent erosion control measures should be installed where soil is disturbed and maintained until project completion. Sediment and erosion control measures should adhere to the design standards for sensitive watersheds (15A NCAC 4B .0024) due to impaired waters in the area and rare species downstream. 2. Bridge removal should be accomplished so that no impacts occur to waters. 3. All work must be accomplished so that wet concrete and petroleum pollutants will not contact stream water. 4. SR1301, BDG # 75 -Page 2 - July 30, 2007 State. Allowing sediment and erosion control measures to remain in place and naturalize may provide additional protective measures. 5. To the extent practicable, state-of-the-art methodologies should be used for stabilization. Regardless of the type of stabilization approved, natural channel base flow stream dimensions should be provided under the bridge. Floodplain and stream functions should not be diminished.
