Dear Mr. Rowell:
In accordance with your application for discharge permit received on September 3, 1996 by the Division,
we are forwarding herewith the subject permit to discharge under the subject state-NPDES permit. This permit
is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of
Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983 and
as subsequently amended.
The following changes have been made to the above referenced permit:
• Chromium and sulfide monitoring have been been removed.
• The limits for BOD and TSS have been changed from 80.3/160.6(Monthly avg/Daily Max
respectively) lb/day to 30/45 mg/1 due to the removal of process wastewater.
• COD has been removed from the permit due to the removal of process wastewater.
• The Acute Toxicity testing requirement has been removed
Fieldcrest Cannon should reevaluate the option of connection to the City of Eden WWTP prior to
permit renewal. Also, if there is any change in the quality or quantity of the wastestream,the facility must
notify the Division and request a permit modification.
It may be advantageous for dischargers to this area of the Dan River to form an association of
discharges to perform coordinated instream monitoring. Please contact Mr. David Russell of the Winston-
Salem Regional Office at (910) 771-4600 or other interested dischargers for more information.

If any parts,measurement frequencies or sampling requirements contained in this permit are unacceptable
to you,you have the right to an adjudicatory hearing upon written request within thirty (30)days following
receipt of this letter. This request must be in the form of a written petition,conforming to Chapter 150B of the
North Carolina General Statutes,and filed with the Office of Administrative Hearings,Post Office Drawer
27447,Raleigh,North Carolina 27611-7447. Unless such demand is made, this decision shall be final and
binding.
Please take notice that this permit is not transferable except after notice to the Division of Water Quality.
Part II,E.4. addresses the requirements to be followed in case of change in ownership or control of this
discharge. The Division of Water Quality may require modification or revocation and reissuance of the permit.

Wasteload Allocation Summary
Monitoring frequencies will remain the same for the parameters in the permit. The limits
for BOD, COD, and TSS will be reduced due to reduced production. The facility has sold
its blanket manufacturing facility. These limits are based on 40 CFR 410.32 which lists
allowable concentrations based on amount of product produced and the production of
28,000 lb/day.
Monitoring frequencies are based on 15 NCAC 2B .0500 regulations.
Chromium monitoring will be dropped from this permit. All chromium samples were
below the detection level of 0.05 mg/1.
Sulfide monitoring will also be dropped from this permit. 2 out of 5 samples above the
detection limit of 0.10 mg/I, but no process dying is done at the plant anymore, a sulfide
source, and there is no State or Federal standard for sulfide.
No pretreatment program exists.

Instream Monitoring
Instream monitoring data were examined from September 1996 through April 1995.
Dissolved oxygen (DO)data indicate that DO concentrations increase downstream of the
discharge location slightly. The lowest DO value was 7.5 (8/96) at the upstream
monitoring station. Conductivity values were consistently higher at the downstream
monitoring station, average @ 32 units . Temp, DO,pH and Conductivity instream
monitoring will continue per the wasteload allocation.

10/11 Talked with Battle Moore, (704) 939-2654,he states that Fieldcrest Cannon has
sold the blanket manufacturing therefore flow will be reduced from about 0.147
MGD to .074 MGD. Will need to talk to the facility about the flow limit on the
permit of 0.5 MGD. Limits are based on product produced, not flow, so the limits
will be reduced.

11/4 Talked with Battle Moore. He would like to keep the flow the same,just in case the
new owners have any process water to send to WWTP. For next 1.5 to 2 years,
the flow should not be greater than 0.15 MGD. I talked with him about the
nontransferability of permits. When new owners start discharging,we would have
to make a modification to the permit,look at the new contaminants going to the
treatment system,and Fieldcrest would have to have an agreement with the new
discharger.

12/19 Battle Moore says the WWTP may shut down in a couple months anyway. He will

1/6/97 Battle called. The long term plan is to connect to City of Eden,he will send
alternatives analysis this week.
2/5 Received alternatives analysis. Wrote back stating that the alternatives analysis was
lacking,and to redo. Sent guidance document. Talked with Battle Moore and he
will add more numbers to the alternatives analysis.
2/12 Wrote draft cover letter.
Will mention association of dischargers and changes that have been made in the
permit draft cover letter.

3/10 Received updated alternatives analysis.
3/11 Called Battle,he will send a letter stating that the facility does not have any process
wastewater,therefore the limits will not be based on the CFR regulations for textile
process water. Received letter 3/14.
3/19 Recalculated limits. Facility has 0.0152 MGD domestic waste. BOD and TSS
limits would be 3.8/5.7 lb/day or 6.2/9.2 mg/1 (monthly avg/daily max).
3/20 Talked with Dave Goodrich. Take COD out of permit. Find out why Copper is in
permit. Give existing limits for BOD and TSS. In cover letter,tell facility to
SERIOUSLY look at connection to Eden and that they MUST get a permit
modification if there is any change in the wastestream.
Allowable Copper Cw=2.8 mg/1 Max predicted=0.3 Avg for last 2 years =0.06
Will leave copper in per WLA and because the concentration in the effluent has not
gone down since the process water stopped; therefore the copper is coming from
somewhere else.
Will give BOD and TSS 30/45 mg/1 limits (mon avg/daily max) This would give the
facility 125/188 lb/day limits for the TOTAL flow of 0.5 MGD which is slightly less
stringent than the current limits of 80.3/160.6 lb/day. But the facility is only
discharging 0.074 MGD, so they will effectively have limits of 19/28 lb/day.

Dear Mr. Moore:
The Division acknowledges receipt of your alternatives analysis. It is an insufficient
analysis for the following reasons:
• The land application analysis was based on a flow of 0.50 MGD,but since the blanket
manufacturing facility was sold the average flow (over the past two years) of 0.147 MGD
will reduce to 0.074 MGD. This would correlate, per your estimation, to 21 to 29 acres.
Please submit calculations for the estimations you made for the land application rates, soil .
loading rates, acreage requirements, how many acres the facility has access to, and
engineering and construction costs using a more applicable flow figure.
• The sewer connection analysis was based on a figure of 0.10 MGD. Please submit
correspondence from the City of Eden indicating flow acceptance, cost of sewer rates and
the annual administration fee. Provide calculations for present value analysis and the cost
of connecting to the City of Eden sewer including a description of sewer facilities required
in order to connect.
I have enclosed a guidance document for the evaluation of wastewater disposal
alternatives. Please submit the requested information within 30 days of the receipt of this

Engineering Alternatives Analysis
Fieldcrest Cannon currently treats wastewater generated by the Decorative
Bedding and Blanket Manufacturing operations in an extended aeration
activated sludge treatment plant with a design flow of .5 MGD. The effluent
discharges into the Dan River.
There are two nondischarge options that have been considered for this
application:
1) Land application of treated effluent, and
2) Sewer connection to the local POTW (City of Eden).
These nondischarge alternatives will be evaluated and compared with the
current method of treatment.
Land Application of Treated Effluent
An effective land application program consists of appropriate land availability,
satisfactory soil conditions, and regulatory compliance. Based on the current
WWTP design flow of 500,000 gpd, it is estimated that 20,000 gallons/week/acre
could require application. At this application rate, an estimated 125 to 175 acres
of land would be needed. Of course, the actual land requirement would be
dependent upon precipitation, evapotranspiration, and percolation rates.
Fieldcrest Cannon does not have access to this amount of land nor is it available
for purchase. When taking into consideration the engineering and construction
costs involved in a project of this magnitude, it becomes economically unfeasible
to pursue this nondischarge alternative.
Sewer Connection to the local POTW (Citv of Eden)
Fieldcrest Cannon has contacted the City of Eden in regard to the possibility of
becoming a sewer customer. The City of Eden has a sewer main located
approximately 3000 ft from the Fieldcrest Cannon WWTP. The cost to design,
construct, meter, and permit a 3000 ft sewer line is estimated to be $275,000.
Because the Fieldcrest Cannon manufacturing facilities are outside of the Eden
city limits, the sewer rate would bel.5 times the rate for city customers. The
Fieldcrest rate would equal $1.40 per 1000 gallons of wastewater. There is also
an annual administration fee of$1200. Using a flow of 100,000 GPD, the annual
sewer costs would exceed $52,000/year. Connecting to the Eden sewer system
is definitely a plausible nondischarge solution for the future, but in the near term
this option is not cost effective in comparison to the current treatment operation.
In summary, Fieldcrest Cannon would like to continue to operate the New Street
VW TP. By utilizing its own resources, Fieldcrest Cannon can better control the
quality of wastewater treatment and do so in the most economical manner. Past
records indicate that Fieldcrest Cannon has an excellent history of compliance
and is more than capable of meeting its effluent limits.
