Winston-Salem, NC 27106-3295 Dear Mr. Mauney: Re: Permit Reissuance Bedspread-Sheet Finishing, NC001643 This letter is in response to your request of October 7, 1982 for required information needed by your office for reissuance of the referenced permit. Please note that the referenced permitted wastewater treatment facility • receives flow from three sources. These include the Bedspread Finishing Mill, the Sheet Finishing Mill and the Blanket Manufacturing Mill. All manufacturing operations at these three mills are totally independent of one another. According to the most recent EPA textile guidelines, the Blanket Manufacturing Mill would be subcategorized as "Low Water Processing" since the operation involves yarn manufacturing and unfinished fabric manufacturing (weaving) . The Bedspread Finishing Mill would be subcategorized as Woven Fabric Finishing since the operation consists of desizing, rinsing, dyeing and finish applications. The Sheet Finishing Mill would be characterized as a cut and sew, packaging, warehousing and distribution operation. This mill employees a total of approximately 300 people. The Bedspread Finishing Mill and the Blanket Manufacturing Mill are budgeted for three shifts per day, 5 days per week operation. The Sheet Finishing Mill is budgeted for two shifts per day, 5 days per week operation. Please find attached a tabulation of the monthly production quantities for the Bedspread Finishing, Sheet Finishing and Blanket Manufacturing Mills. The Blanket Manufacturing Mill does not reflect production for 1978 and 1979 because the facility was not completed until 1980. As can be seen, ' production has been low for the past 12 - 18 months due to economic conditions. Mr. Mauney - 2 - October 13, 1982 It is requested that before the draft permit is completely developed a copy of the calculations used in determining the effluent limitations for this facility be supplied this office.
