In accordance with North Carolina Administrative Code 15A NCAC 02B .0506 and 40 CFR
122.22, I am hereby authorizing the position of Plant Manager to sign and certify as applicable
all NPDES reports and other information related to the plant's NPDES permit(s). Additionally,
I am authorizing the position of Plant Manager to sign and certify, where applicable, all other
local, state or federal water-related regulatory program submittals where authorization of
signatory by the site Vice President is required.
