BACKGROUND
United Chemi-Con attained ownership of this facility in 1997; it was formerly owned by
Sprague Electric. United Chemi-Con is a manufacturer of aluminum electrolytic capacitators, an
industrial function not specified in the 40 CFR. Four outfalls discharge wastewater from the site.
Outfall 001 regularly discharges a combined flow of non -contact cooling water, A/C condensate,
boiler blowdown, deionizer backwash, assembled product washwater and process wastewater.
Outfall 003 discharges A/C condensate intermittently. Outfall 006 discharges domestic
wastewater on a fairly regular basis. Outfall 007 discharges non -contact cooling water and
filtered surface water once a year during maintenance. Sludge is hauled off -site.
FILE REVIEW
Inspection reports indicate that since the transfer of ownership, appropriate action has
been taken to operate the plant such that it is in compliance.
DMR Review:
DMRs were reviewed from January 1998 to September 2000. During this time, there
were no recorded discharges at outfalls 003 and 007. Average flow for 001 was 0.017 and
effluent concentrations of oil and grease were typically below the permit limit. Outfall 006 had a
few exceedences of its BOD limit (see Correspondence section below), but otherwise had low
effluent values of BOD and NH3-N. Instream temperature data indicated that the effluent
discharge does not usually affect the instream temperature by more than 1 degree Celsius.
Reasonable Potential Analysis:
Of the pollutants on the effluent limits page for which a statewide standard exists,
reasonable potential analysis was performed for copper, zinc, oil and grease and silver. The only

pollutant for which reasonable potential exists is silver. Since they are not on the Aquatic
Toxicity Unit's list of problem facilities, a limit will not be imposed at this time.
Correspondence
.Correspondence files dating from the previous permit renewal in 1996 through the year
2000 were reviewed. At least ten BOD violations have occurred during this time period, as well
as eight toxicity violations. The facility was assessed in 1999 and civil penalties paid. In the last
two years, fewer violations have occurred and the inspection reports from the regional office
have been far more positive.
PERMITTING STRATEGY
Waste Load Allocation (WLA).
The last waste load allocation was performed in 1989. For Outfall 001, limits were
assigned for oil and grease only. Monitoring was recommended for copper, silver, and zinc.
Outfall 006 received 30/30 limits for BOD and TSS.
Due to the low flow, the Division may wish to change the status of this facility to minor.
SUMMARY OF PROPOSED CHANGES
As discussed above, a silver limit will be added to the permit due to a finding of
reasonable potential.
