A request for additional information was issued from this Office on February 28, 2008, April 15, 2008, and June 2, 2008, your third response was received or J„., , 2068. Please note that to adequately answer the questions of impacts the proposed StrU, IL-1,, have on the water quality of Whittaker Creek, and the related PNA, it is recommended that a flushing model for the proposed wave attenuator be performed. Dissolved Oxygen (DO) should be one of the parameters of the model. A flushing model should sufficiently address the questions of water current, circulation patterns, and the affect of the proposed structure on water quality in Whittaker Creek. In the previous hold letters, up-der the request to demonstrate avoidance and minimization of impacts in construction, design, and placement of the proposed structure, it is necessary to show if the proposed structure can be designed to minimize impacts or other designs of wave attenuators, such as under dock attenuators, can be implemented. An in-depth narrative should be provided to discuss possible alternatives and why or why not their use would be feasible. Exploring other alternatives and feasibility of implementation at the subject site would satisfy the request to demonstrate avoidance and minimization. In accordance with 15A NCAC 2H.0506 and 2B.0233(8) this project is on hold until we this additional information. Please provide the following information so that we may continue to review your project.
