additional mooring can be covered under GC 3893, project # 20160186 v.2.
The other requests for work trestle realignment and pile driving methodology can be covered with an in-field mod to the
Bonner permit which I believe will be 20120629 v.5

Attached to this email is the Bonner Permit Modification Request, which I have talked to most of you about. The request
is for realignment of the work trestle, changes in pile installation method and additional mooring points in the Pamlico
Sound. A cover letter provides a description of the proposed changes, reasoning and temporary impact numbers. There
will be no change in the permanent impacts originally permitted. Along with the request are the modified permit
drawings, which include the currently permitted trestle alignment and the proposed alignment in this request. We have
also include an update navigational chart that gives the Lat./Long. locations for the proposed additional moorings and
email correspondence for the local USCG Station officer in charge. Please let me know if you all have any questions
regarding the request or need additional information.

The North Carolina Department of Transportation (NCDOT) requests a modification of the
above referenced permits due to the identification of changes in the work trestle alignment, pile
installation methods and addition of barge mooring stations. The Design-Build Team continues
to look for ways to increase productivity and minimize impacts through their means and methods
of construction. These proposed changes will result in an overall reduction in temporaiy impacts
and provide for increased efficiency in the construction of the new bridge, and demolition of the

existing structure. There are no proposed changes to the permanent impact areas approved in the
oz•iginal perinits.
Please note that impacts have been shown to the thousandths of an acre herein, thus due to
rounding and summing of the iinpacts will not perfectly match the hundredths in the original
permit application.
Trestle Alignment Modifications
The Team has modified their plans for how they are using the temporary work trestle as it
expands to the south. The trestle realignment begins at bent 65 and ends at bent 39, as shown the
provided permit drawings. Originally, the trestle was intended to be used for both construction of
the new bridge, as well as demolition of the existing bridge. However, the Team has developed a
new demolition method, utilizing the existing structure and engineered framework, to allow for a
top down removal technique. This eliminates the need for an adjacent work trestle to operate
from during the demolition process. Thus, realigning the work trestle, so it abuts the new bridge
alignment will increase crane efficiency, while eliminating some of the overall work trestle area.
Where some of the work trestle platform was able to be reduced, additional work trestle will be
needed around bent 39. The water depths near bent 40 have continued to decrease, thereby
restricting crane barge access, so the work trestle will need to be extended to just beyond bent 39
of the new br•idge to allow for access and construction of bent 39. The previously permitted
temporary storage platform, consisting of 8 support bents, originally planned near bent 39 has
been replaced with the extended trestle as well as ten 36" temporary docking piles. These piles
would be used to dock a barge between the trestle and the existing bridge for construction and
demolition barge access. The included revised permit drawings show the new alignment for the
work trestle and pr•oposed docking piles. For comparison we have also included a separate set of
the previous trestle alignment drawings (Ol/14/2016), along with the proposed new trestle
alignment drawings (12/Ol/2016).
Pile Installation Methods
Correspondence with the agencies has been on-going since the contractor's move away from
jetting as the primary method of pile installation in the marsh and SAV areas (bents 47 through
78). The Team was able to develop a reliable a1te1•native to jetting, as the primary pile
installation method. The original jetting process consisted of utilizing a 66" steel pile casing and
excavating the soil inaterial from inside the casing to an elevation between -40 and -60 feet. The
permanent pile was then placed in the casing, jetted down through more dense soils to near the
final tip elevation, and driven (with a pile hammer) the remainder of the distance to its required
tip elevation. Following the first several pile installations, in the upland areas on the north end, it
became apparent that recapturing the required volume of jetting water and processing it through a
filter system was inefficient and logistically presented various challenges. This result, led the
Team to further investigate, the soil profile, to see if jetting could be minimized further or
possible eliminated. Upon further investigation and a test pile drive to tip elevation, the Team
realized the soils would likely allow for pile driving and that jetting may be an unnecessary step.
The current installation process is to excavate to a depth near -60 feet, and then drive the pile the
remainder of the distance to the required tip elevation. The Team does not intend to utilize jetting
in the marsh and SAV areas as a primary method for pile installation; however, there is still the
potential for encountering dense subsurface soil conditions at some pile locations, where the
excavation/driving method, in conjunction with some jetting, would need to be used. Should the
need arise; jetting would be used, but minimized, as much as possible. If jetting is required, they
will contain the jetting spoils that return to the surface within the 66" casing pile and pump them
to a basin located in the upland area, north of the end bent (see attached drawing EC-16/CONST
16). This basin is currently sized at 185 x 36 x 3 feet, and would allow for the settling of
sediments and storage of a large volume of water. Basin calculations take into account typical
jetting water volumes and timeframes associated with these bridge pile installations.
Additional Mooring Anchor Locations
The Design/Build Team has determined a need for eight additional barge mooring anchor
locations in Pamlico Sound for the purpose of securing barges and vessels. The proposed new
mooring points are located immediately adjacent to the existing four anchor locations.
Coordination with the US Coast Guard has commenced, and an attached drawing shows all
twelve anchor locations in Pamlico Sound. A mooring anchor would be set in the sound bed,
with a mooring chain and buoy attached to it that would allow the attached vessel to swivel
within a 450-foot radius. The addition of the eight mooring stations will eliminate the need tie off
multiple barges to one mooring station. With the current proposal of 12 mooring points, each
barge will have its own mooring point, increasing security during adverse weather conditions.
The Design-Build Team and NCDOT have been coordinating with the US Coast Guard (USCG)
and US Army Corps of Engineers navigation staff regarding the type and location of these
temporary mooring locations. All USCG lighting and marking requirements will be met. Barge
and tug activity accessing these areas will remain within marked navigational channels or
historical deep water.
