Ron Boone, of the Winston-Salem Regional Office of the NC Division of Water Resources (DWR or
the Division) conducted a compliance evaluation inspection (CEI) of the Jonesville Water Treatment Plant
(WTP) on December 6, 2016. The assistance and cooperation of Billy Wood, Operator in Responsible
Charge, was greatly appreciated. An inspection checklist is attached for your records and inspection findings
are summarized below.
General Information
The WTP is located at 339 Shaw Street, in Jonesville, Yadkin County, NC, at coordinates
36.2358060N, -80.8579000W. The permit authorizes the Town of Jonesville to discharge wastewater from
this plant via outfall 001 into an unnamed tributary to the Yadkin River, this section of which is currently
classified as WS -IV waters, and is located in the Yadkin Pee -Dee River Basin.
According to Mr. Wood, this discharge would only be opened when both trains of the Actiflo process
become contaminated, at which point a valve is opened and wastewater is discharged. These processes
have been in operation since November, 2013, and the need to discharge hasn't occurred yet.
The permittee may wish to request a waiver from submitting discharge monitoring reports (DMR)
based on the fact that the facility has never had to discharge yet. You may do so by writing a formal letter to
the Division's NPDES Unit at the following address:

The entire plant was very well maintained and in good condition. Mr. Boone noted no problems or
discrepancies.
