Attached figures and plans illustrate the project vicinity, design, and proposed impacts. Project Backaround The project would widen a section of Horse Pen Creek Road, between New Garden Road and Battleground Avenue (US 220), from two lanes to four lanes. The City of Greensboro has been studying the widening of this corridor since 2004. Funding for the project was included in the City's successful 2008 Transportation Bond referendum. Public input has been received at numerous stages throughout the design process, and the project is now ready to go to construction in Fall 2016. Previous NCDWR coordination occurred with Amy Euliss and Brian Wrenn, and Mr. Wrenn conducted a field review and approved the Stormwater Management Plan in 2016 prior to his departure from the Transportation Permitting Branch. Need and Purpose Current traffic volumes greatly exceed the capacity of the existing roadway. Congested conditions occur during peak travel periods. The widening of Horse Pen Creek Road will better accommodate existing traffic as well as projected future traffic volumes caused by growth along the corridor and in northwest Greensboro. The proposed project will improve safety throughout the corridor, relieve congestion on Battleground Avenue, and provide enhanced pedestrian and bicycle mobility. 440 S Church Street, Suites 900 & 1000 Charlotte, NC 28202, Charlotte, NC 28202-2075 (704)338-6700 Proposed Design At the completion of the widening project, Horse Pen Creek Road will consist of two northbound lanes and two southbound lanes with curb and gutter separated by a landscaped median. Five-foot wide sidewalks will exist on both sides of the road with a planting strip buffer to separate pedestrians from the roadway. There will also be four-foot wide bike lanes between the travel lanes and curb and gutter. The 3.2-mile project includes replacement of an existing 4-barrel culvert with a bridge over Horse Pen Creek. The proposed facility is being designed to provide significant access management and limit turning movements throughout the corridor. Two Citizen Informational Workshops were held for the project. Additional Information for the Attached PCN Section 3e: There is low concern for indirect and cumulative effects potential for this project. The proposed project is not expected to significantly alter future development. The northern and southern termini are mostly built-out already. Water and sewer service exists and has available capacity in the study area. The City and County also have development restrictions and regulations in place to guide growth in the study area. The corridor lies within a WS-III water supply watershed, and the City of Greensboro has watershed protection ordinances that limit development density and require riparian buffers for development taking place near water features. They also have stringent stormwater control and treatment requirements for new development to help mitigate future effects. Minimal indirect effects as a result of this proposed project may occur in the form of increased commercial and residential development. Impacts to stormwater runoff and downstream water quality are not anticipated from any change in development patterns due to existing development regulations, policies, and stormwater runoff controls. The cumulative effect of this project when considered in the context of other past, present, and future actions, as well as the resulting impact to notable human and natural features, should be minimal. The Horse Pen Creek crossing could have been a culvert extension, but to minimize impacts and increase floodplain capacity a bridge was chosen to replace the existing culvert. The widening was shifted away from streams where feasible to minimize the required fills and piping. Wetland A, a much higher quality wetland downgradient of the road widening, was avoided entirely. 1 b. The project includes multilane widening, bicycle lanes, sidewalks on both sides, medians, a bridge over Horse Pen Creek, and realignment where necessary to Quality Impacts) meet design standards. Existing drainage consists of curb inlets, drop inlets, and ditches along Horse Pen Creek Road and the adjacent side roads. Drop inlets and open-end pipes collect runoff from offsite. Reinforced concrete pipes convey existing roadway drainage and offsite runoff. An existing quadruple 12'x10' reinforced concrete box culvert (Structure No. 400101) conveys the flow of Horse Pen Creek under Horse Pen Creek Road. This structure is to be replaced with a bridge over Horse Pen Creek. Stormwater BMP's and water quality enhancements were incorporated wherever feasible in order to retrofit water quality benefits into the existing roadway corridor. The urban nature of the corridor limited the designer's ability to introduce BMP's to treat stormwater outlets in places. The proposed storm drainage system will be curb and gutter and will include curb inlets and drop inlets to collect roadway runoff. Existing inlets and pipes are being retained and connected into the proposed drainage system wherever possible. Runoff is conveyed through RCP and HDPE pipes to proposed outfalls. All proposed drainage systems maintain existing flow patterns and outfalls. A pre/post analysis was pertormed for all outfalls to determine off-site impacts due to increased stormwater runoff. There were no post-discharge increases above 10% except for outFalls at Quaker Run Drive (Sta. 12+32 RT) and Horse Pen Creek Road (Sta. 181+SS LT). The increase at Quaker Run Drive is due to the disturbed area being 36% of the total area studied since the downstream watershed is limited by Horse Pen Creek. The outfall is proposed to discharge into a dry detention basin for water quality treatment. The increase at Horse Pen Creek Road Sta. 181+58 LT is due to the disturbed area being 20% of the total drainage area studied since the downstream watershed is limited by an existing wet pond. The outfall is proposed to discharge into a dry detention basin that will reduce the post discharge from 5.8 cfs to 2.8 cfs for the 10 year storm event. Detailed calculations for the pre/post analysis were reviewed by City water resources staff.
