SUBJECT. Bridgestone Bandag LLC—Oxford Plant, Stormwater Permit NCS000281, Non-
Stormwater Discharges
Dear SWPS Staff
During an internal audit conducted on October 6, 2015, plant staff discovered that the high
level overflow pipes for the two "A" side cooling towers and two"B" side cooling towers
discharge to general site drainage. One the"A" side one overflow drains into the gravel
underneath the tower and the second drains to a drainage swale On the"B" side, they both
drain to the building roof and then down gutters into the area drainage
The main cooling tower drains, used for blow down and complete system drainage for
maintenance discharge to the sanitary sewer. It is difficult to estimate the flow volumes from
the overflow pipes, but the flows are considered insignificant for two reasons
1 The levels in the cooling towers are regulated by sensors.
2. The cooling towers operate mainly in the cooler months
The stormwater pollution prevention has been updated, but the non-stormwater certification
will not be signed until the drains have been re-routed
A work order has been completed to pipe the overflows to the sanitary sewer and completion
is targeted for December 1, 2015 I can be reached at (919) 603-5293 if you require
