To reduce the downstream impact of sedimentation due to construction, the contractor will install a temporary barrier to isolate the work area from the current. An axial pump will route sediment -laden water from the work area to be discharged through a silt bag. The resulting flow gradient toward the work area will minimize the amount of sediment allowed to leave the site. A pump -around operation will be utilized to reduce sedimentation during construction of Tinsley Branch. 2) Since submitting the permit drawings, it has been determined that the impact on Tinsley Branch will be shorter than the length reported in the PCN. Restoration efforts on Tinsley Branch will be limited to the downstream portion, and will not extend all the way to the existing CMP outlet. No construction -related disturbance will occur at the CMP outlet. Don't hesitate to contact me if you have any questions or require any additional information. Thank you. The Division has determined that your application is incomplete and cannot be processed. The application is on hold until all of the following items are addressed: Condition 9 of Water Quality Certification 3885, which corresponds to Army Corp of Engineers Nationwide Permit 27, requires that "All work in or adjacent to stream waters shall be conducted so that the flowing stream does not come in contact with the disturbed area.... Exceptions to this condition require application submittal to and written approval by the Division." Note 6 under "Channel Construction Notes" on the Typical Sections sheet submitted with the PCN indicates that pump around shall be used "when practical". Please provide additional detail regarding how you plan to comply with Condition 9 of WQC 3885.[15A NCAC 02H .0507 (c)] 2. The plans depict riprap outlet protection below a culvert on Tinsley Branch. Are there any practical alternatives to the proposed fill associated with the rirap outlet protection that will minimize impacts to surface waters and that will still allow you to achieve your project goals? If not, please provide a construction detail of the proposed riprap outlet protection. [15A NCAC 02H .0506 (b)(1), (b)(2), (f), and (g)] Feel free to contact me if you have any questions. Andrew W.
