Debbie,

Just wanted to give you a head's up that I received the permit modification request for the Salmon/Cedar Point S/D
project in Topsail. Two things: 1) There is a former enforcement action on this site which identifies the area proposed for
work as 404 wetland; and 2) The project is located within a Corps of Engineers Easement area. I have some investigation
to do on my end related to the enforcement action and coordination with Navigation and possibly the Corps Real Estate
office to see if they have anything to say about the proposal.

The Corps Action ID associated with this project is: SAW-2004-00490. We issued a GP 291 for dredging of the adjacent
channel and construction of the docking facility. Wetland fill was not authorized (to my knowledge).
