The PCN is being submitted on behalf of Onslow Water and Sewer authority (ONWASA). The project is being undertaken to relocate a 12-inch waterline and 6-inch force main along NC 53 southwest of Jacksonville. NCDOT has requested this utility relocation in advance of planned roadway improvements. The attached PCN package includes: JD Report and Project Narrative, PCN Form, Supporting Figures, Wetland Data Forms, Jurisdictional Determination Forms (Rapanos), Photo Log, and design plans. All impacts to wetlands and streams are temporary and all impacted areas will be restored to pre-construction contours and stabilized. The project meets all conditions of the NWP 12 and GC 3699. Project Information A team of experienced biologists conducted the waters of the US delineation in May 2008. The study area was defined as extending approximately 50 feet from the edge of pavement on either side of roadway along the proposed route. This delineation report presents our delineation methods and results. Included as attachments are: project vicinity map, soil map, Routine On-Site Determination Data Forms, 2007 Jurisdictional Determination Forms (Rapanos), and site photographs. )D Methods jurisdictional waters of the US, including wetlands, are defined by 33 CFR Part 328.3 and are protected by Section 404 of the Clean Water Act (33 USC 1344), which is administered and enforced by the US Army Corps of Engineers (USACE). The delineation of jurisdictional waters of the US was performed utilizing the Routine On-Site Determination Method as defined in the Corps of Engineers Wetlands Delineation Manual. This technique uses a three parameter approach, which requires positive evidence of: ¦ Hydrophytic vegetation ¦ Hydric soils ¦ Wetland hydrology • The delineation of jurisdictional wetland boundaries on the site consisted of in-house research and field investigations. In-house research included a review of information sources such as US Geologic Survey 7.5 minute topographic quadrangle, aerial photography, and National Wetlands Inventory (NWI) map. Subsequent to the in-house review, wetlands and surface waters were delineated in the field utilizing the above stated methodology. JD Results and Discussion The soil map units in the project area are shown on Figure 3 and include: • Baymeade fine sand • Craven fine loam, 1- 8 percent slopes • Goldsboro fine sandy loam • Lynchburg fine sandy loam • Muckalee loam • Norfolk loamy fine, 2 - 6 percent slopes • Pantego mucky loam • Rains fine sandy loam • Stallings loamy fine sand Wetlands and streams were delineated within the Baymeade, Craven, Muckalee, Norfolk, and Stallings soil series. Muckalee, Pantego and Rains soil series are listed on the Onslow County hydric soils list. Baymeade, Craven, Lynchburg and Stallings soil series typically have hydric soil inclusions in depressions. . Several streams and wetland areas are depicted on the USGS topographic quadrangles • (Haws Run, 1981 and Jacksonville South, 1988). The project area drains into Blue Creek. Five unnamed tributaries to Blue Creek are adjacent to the project. Subsequent to the in- Jurisdictional Delineation Report • Highway 53 Utility Relocation house research a field investigation was performed to delineate waters of the US. Wetland impact figures 4A-4L depict the results of the delineation. Wetlands delineated throughout the project were non-riparian. These non-riparian wetlands are roadside ditches that drain wetlands and/or are constructed through wetlands. Routine On-Site Wetland Delineation Data Forms, 2007 Jurisdictional Determination (Rapanos) data forms, and representative photographs are provided as attachments to this JD Request Several roadside ditches were investigated and determined to be ditches through upland areas that did not contain hydric soils or wetland hydrology and did not convey flow from jurisdictional wetlands. These ditches were not considered jurisdictional and were not flagged or described. Surface waters delineated include five unnamed tributaries to Blue Creek. These tributaries are Relatively Permanent Waters (RPWs) and on average are 3 to 4 feet wide and 2 feet deep at the Ordinary High Water Mark (OHWM). Unnamed tributaries 1 through 5 are neither tidally influenced nor navigable within the project area. Cultural Resources The Southwest Historic District is located near the intersection of NC Highway 53 and Justice Road (Figure 5). This identified cultural resource is district number 89001854 according to the National Register of Historical Places and site ON 947 (NR) according to • the North Carolina State Historic Preservation Office. This historic district contains three houses, the Southwest Primitive Baptist Church, the Southwest School, and two cemeteries. The proposed utility relocation in the vicinity of the historic district is confined to existing road right-of-way and includes 473 linear feet of excavation. The excavated trenches will be restored to pre-construction elevations and stabilized. No clearing of forested vegetation or shrubs is proposed. There will be no impacts to these cultural resources. A review of State Historic Preservation Office (SHPO) files and National Registry of Historic Places (NRHP) database did not reveal any additional cultural resources on the National Register in the project corridor. SHPO files did include several potential historic properties along the project corridor. These properties are all current or former residences. The proposed utility relocation is confined to the existing road right-of-way and consists solely of excavation and backfill and jack and bore installation. The NC 53 Utility Relocation project will not result in any impacts to the potential historic resources. Threatened and Endangered Species Federally threatened and endangered species listed in Onslow County are shown in the table below (USFWS, June 2008). No protected species were observed in the project area during field investigations. Although disturbed roadside habitats could be considered suitable for some fire dependent plant species such as rough-leaved loosestrife (Lysimachia asperulaefolia); the proposed project is not likely to adversely affect any protected species. Project Information Attach a vicinity map clearly showing the location of the property with respect to local landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property boundaries and development plans in relation to surrounding properties. Both the vicinity map and site plan must include a scale and north arrow. The specific footprints of all buildings, impervious surfaces, or other facilities must be included. If possible, the maps and plans should include the appropriate USGS Topographic Quad Map and NRCS Soil Survey with the property boundaries outlined. Impact Justification (Avoidance and Minimization) • Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. Also discuss how impacts Page 6 of 9 • were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. See attached project narrative VIII. Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on January 15, 2002, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required mitigation plan or NCEEP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in 'DWQ's Draft Technical Guide for Stream Work in North Carolina, available at http://h2o.enr.state.nc. us/ncwetlands/strm,gide. html. 1. Provide a brief description of the proposed mitigation plan. The description should provide as much information as possible, including, but not limited to: site location (attach directions and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet) of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view, preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a description of the current site conditions and proposed method of construction. Please attach a separate sheet if more space is needed. See attached project narrative. 2. Mitigation may also be made by payment into the North Carolina Ecosystem Enhancement Program (NCEEP). Please note it is the applicant's responsibility to contact the NCEEP at (919) 715-0476 to determine availability, and written approval from the NCEEP indicating that they are will to accept payment for the mitigation must be attached to this form. The proposed project is located within an existing NCDOT right-of-way. The existing conditions are: maintained easement on the road shoulder and ditches, small areas of upland scrub-shrub habitat, and small areas of upland forested habitat. Wetlands within the right-of-way are disturbed herbaceous assemblage due to periodic mowing. WK Dickson biologists delineated wetlands within the project corridor and they are shown on Figure 4A through 4L and the attached plan set. The impacted wetlands are adjacent to more natural wetland systems including non-riverine wet hardwood forest and bottomland hardwood forest. The proposed project crosses five stream channels that are conveyed beneath the road surface in culverts. These channels are extensively modified and have been channelized and straightened. Item #10: Project Description The proposed project entails relocating a 10-inch water distribution main along NC Highway 53 between Southwest High School near Old Maplehurst Road and Pony Farm Road outside of Jacksonville, NC. More specifically, the water line work includes: • Installation of 8,775 linear feet of 12-inch water main along NC Highway 53 between Old Maplehurst Road and Pony Farm Road, tying into an existing 14-inch water main; • Abandonment of 8,775 linear feet of water main along the same corridor; • Construction of several cross connections to connect the proposed water main to • the existing water distribution system. After the proposed cross connects are placed PCN Narrative Highway 53 Utility Relocation • in service, the existing cross connects will be pressure grouted and abandoned in place; and • 25 water service lines will be switched to the proposed water main, seventeen of which will be installed by moling under Highway 53. The project also entails abandoning a portion of the 6-inch water main along Old Maplehurst Road and converting it to a sanitary sewer force main. The alteration of the system is consistent with the adjacent force main relocation required by the widening of NC 53 and a separate water main project (12-inch Marine Corps Air Station (MCAS) water main) for Onslow Water and Sewer Authority (ONWASA) that has already been permitted. The existing 6-inch force main to be relocated is presently owned by Centerline Utilities but will be acquired by ONWASA. NCDOT is requiring all cross-connects to the existing water main (that is to be relocated) to be re-bored and reconnected to the relocated water main. Given this requirement and considering the soon-to-be 12-inch MCAS water main, ONWASA and WKD have determined that one cross-connect can be completely abandoned. This cross-connect is the existing 6-inch water line that runs parallel to Old Maplehurst road and connects to the existing 10-inch water main (to be relocated) at the intersection of Old Maplehurst Road and NC 53. ONWASA is installing a new 12-inch water main from this intersection to the MCAS at Camp Lejeune. The new water main will connect to the relocated water main that parallels NC 53. It will reside on the opposite side of Old Maplehurst Road from the existing 6-inch water main. Its design and construction are • being handled by others and it is already permitted and under construction. The existing private force main that will be relocated adjacent to NC 53 and the new 12- inch MCAS water main will share the same corridor and result in a conflict. The existing force main runs along NC 53 and then parallels Old Maplehurst Road as shown on the design plans. The alteration of ONWASA's distribution system will eliminate the MCAS water main conflict with the existing sewer force main by the following: 1. Severing the existing 6-inch water main adjacent to Old Maplehurst Road between NC 53 and Springdale Drive. It will be disconnected at NC 53 and at the intersection of Old Maplehurst and Springdale Drive. The new 12-inch MCAS water main will be connected to the existing 6-inch water main at Springdale Drive to offset the severing of this stretch of the 6-inch water main. 2. Reconnecting the services that are connected to the existing 6-inch water main to the new 12-inch MCAS water main. Approximately 7 services will be impacted and will be switched to the new 12-inch main prior to abandoning the 6-inch main. 3. Converting the abandoned 6-inch water main to a force main and connecting it to the relocated section of force main at the intersection of NC 53 and Old Maplehurst Road and connecting it back to the original force main at the intersection of Old Maplehurst and Springdale Drive. 4. Removing the corporation stops and saddles on the abandoned 6-inch water main and installing a repair clamp on the service taps to,make the converted force main watertight. 5. Providing offset markers or signs to identify the force main. The signs or markers • will notify that ONWASA should be contacted prior to excavating. 2 PCN Narrative • Highway 53 Utility Relocation 6. The abandoned force mail will be emptied, disinfected and flushed, and permanently capped. Item #11: Purpose of Proposed Work The purpose of the proposed relocation of the water and force mains is to prevent them from being under pavement once the NC Highway 53 widening project is complete. The relocation of both the water and force mains must be completed before the North Carolina Department of Transportation (NCDOT) proceeds with the plan to widen Highway 53 in the immediate future. Relocating both mains closer to the right of way limits will allow ONWASA to have access to the mains for maintenance and repairs. The current location of the PVC mains would subject them to being under pavement once the NC Highway 53 project is complete. Local NCDOT authority objects to PVC pressure mains being under pavement. In addition, the necessity of the relocation allows ONWASA to increase the pipe size from 10-inches to 12-inches to provide additional flow and pressure at a much lower cost since NCDOT is responsible for the relocation and non-betterment. The upsizing is consistent with long range plans, and provides a transmission loop with the 12-inch main extension to the MCAS at Camp Lejuene and the Southwest elevated tank. PCN Section VI. Proposed Impacts to Waters of the United States/Waters of the State Item #1: Description of Proposed Impacts • Thirty-one discrete impacts to wetland waters of the US are proposed (see table in PCN). The impacts are all temporary excavation within the existing maintained right-of-way. The total trench width within the wetland areas will be less than or equal to five feet. Limited additional widths required at jack and bore locations are shown on the plans. No additional ground disturbance is proposed within wetlands, although soil may be temporarily side cast during construction. All side cast material will be backfiIled or removed from the wetlands daily. The wetland areas will be restored to preconstruction elevations and stabilized with an appropriate wetland seed mix. All general conditions of the Nationwide Permit 12 and regional conditions will be adhered to during project construction. Four stream impacts are proposed (see table in PCN). These stream channels are being excavated because of the lack of adequate area to place jack and bore pits due to horizontal space constraints to achieve entry and exit approach for directional bore and the necessity for multiple service reconnections. The remaining stream crossings are either being installed with directional drilling equipment or beneath the existing culvert. No impacts to tidal streams or wetlands or Coastal Area Management Act (CAMA) Areas of Environmental Concern are proposed. PCN Section VII. Impact Justification (Avoidance and Minimization) The proposed water and force main relocation is required to prevent them from being under concrete following the completion of the NC Highway 53 widening project. The mains must be relocated closer to the right of way limits to allow ONWASA to have access to the mains for maintenance and repairs. Local NCDOT authority objects to PVC pressure mains being under pavement. is PCN Narrative • Highway 53 Utility Relocation The linear nature of the proposed project makes impact avoidance difficult. The proposed impacts to waters of the US are necessary and minimized. Stream impacts and riparian wetland impacts have been avoided through the use of directional drilling and installation below existing culverts. The prohibitively high installation costs of directional drilling and right-of-way constraints necessitate some wetland impacts. All proposed wetland impacts are located in disturbed roadside wetland habitats. These areas are periodically mowed and existing utilities are co- located within the road shoulder area. No impacts to forested wetlands or tidal wetlands are proposed. Impacts will be minimized through the use of strict erosion control measures and adherence to BMPs and all general conditions and regional conditions. PCN Section VIII. Mitigation Item #1: Description of mitigation plan. Thirty-one wetland areas and four streams will be temporarily impacted by the proposed project (see table in PCN). The impacts are all temporary excavation within the existing maintained right-of-way. The impact area is assumed to be the limits of disturbance although within wetland areas vegetation will be cleared and the pipe trench will be excavated. No grubbing/grading will take place within the wetlands and no additional ground disturbance is proposed within wetlands, although soil may be temporarily side cast during construction and disturbed by construction equipment. All side cast material will be backfilled or removed from the wetlands daily. The wetland and stream areas will be restored to preconstruction elevations and stabilized with an appropriate wetland seed mix. All general conditions of the Nationwide Permit 12 and regional conditions will be adhered to during project construction. PCN Section XIV. Cumulative Impacts The proposed project serves existing service areas and is not anticipated to serve any future areas other than undeveloped or vacant lands in this zone that are currently accessible to the existing water line and are anticipated to be developed or occupied through the planning period. It is likely that future residential development will result in both temporary and permanent impacts to water quality and waters of the US. The proposed project may increase these impacts by allowing higher density residential development in the service areas. These potential cumulative impacts are dependent on future population trends and development standards and cannot be quantified.
