Townson, Director, Environmental Management, PSC Box 20004, Camp Lejeune, North Carolina 28542-0004 SUBJECT: Action ID No. 2007 3423 067, Department of the Army Permit Request 1. The U.S. Army Corps of Engineers, Wilmington District, has received the Marine Corps Base Camp Lejeune's application for Department of the Army (DA) authorization to construct the Phase One modernization of K-2 Ranges (P-1135) in the Verona Loop Training Area, projected to impact 12.32 acres of jurisdictional wetlands, 141.5 linear feet of stream channel, and temporarily impact 39.74 acres of wetlands. 2. The file number assigned to your application is 2007-3423-067. Pursuant to the requirements of 33 CFR 325.2, the Corps has reviewed the application and has found it to be incomplete for issuing a Public Notice. According to the same citation, the Corps must evaluate all activities which the applicant intends to undertake which are reasonably related to the same project. The current proposal is for Phase One, and therefore, other subsequent Phases need to be disclosed for possible future wetland impacts as well as how their configuration dictates the Phase One layout. 3. In order to issue a Public Notice, one consolidated map needs to be generated showing all jurisdictional areas with the proposed permanent and temporary impacts displayed. This map should include a table of impacts broken down by each sub phase described as "P" in the current application. This map can be up to 11" X 17" in size. The current plan also indicates small stream impacts but does not indicate how this will be accomplished. Please provide cross sections of the stream impacts displaying any type of culverts expected to be installed in these areas. 4. The next collection of comments is not necessary for the issuance of the Public Notice but will need to be addressed during processing of the permit: a. Please forward the referenced Environmental Assessment (EA) for the K2 modernization. b. Please forward any U.S. Fish and Wildlife coordination correspondence to date. c. Please specifically indicate the changes incorporated as a result of the pre-application conference with the State Division of Water Quality and the Corps on January 22, 2008. During 2 this meeting, further justification was requested for the need to place the grenade range (P4) on the north side of the tributary, thus creating new clearing through an undisturbed riparian area. d. Please expand on how the Base intends to move water out of the center of the ranges and not create similar maintenance issues as is the case with current ranges in the Greater Sandy Run Area. 5.
