s Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor
manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray
tube manufacture use the definition found in 40 CFR 469.31).
**** Please note that Wes Bell with the Mooresville Regional Office had provided that we needed to collect some roof samples from the facility to possibly
define that previous zinc results were related to the roof and/or air condition condensate. If you see below,there are two (2)exceedances from the roof
samples for zinc.

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

To Whom It May Concern:
I have enclosed two (2) copies of the October 2016 Stormwater DMR for CommScope,
Inc. WWTP. The CommScope Certificate of Coverage No. is NCG030078.
For this month, CommScope, Inc. completed a wet sampling event of all fifteen (15)
outfalls for the facility on Saturday, October 8th, 2016. All fifteen (15) outfalls were
monitored for oil & grease, TSS, pH, lead, copper, and zinc. Furthermore, additional
sampling were grabbed from several roof drain sites at the facility for copper, lead, and
zinc (as suggested by Mr. Wes Bell with the Mooresville Regional office due to past
exceedances for zinc). Anyway, there was only two (2) exceedances for the zinc
benchmark value of 0.067mg/L during this sam sling event. Please note that the

However, for the roof drain samples, there were two (2) exceedances for zinc as well.
Now, based on the most recent results, I feel that CommScope, Inc. is meeting all
standards as needed and following up with Best Management Practices as needed (such
as sampling the roof drains). Furthermore, the sampling results from the roof drain
have identified a potential issue that could cause a zinc exceedance for the facility, thus
explaining the exceedance for Outfall #007. Also, please note that Outfall #015 is right
next to a railroad track; this is also another potential issue for zinc contamination for
this specific outfall. From this time forward, CommScope, Inc. is also going to start
completing the sampling events for the original six (6) outfalls identified above instead
of for all fifteen (15) outfalls (as has been completed for the last few representative
sampling occurrences).
