PROJECT DESCRIPTION:
The project site is located at 105 The Bluffs at Olde Point/Coastal Bluffs Ct., adjacent to Old Topsail Creek
(also known as "Nixon Creek") and the AIWW, in Hampstead, Pender County. To find the project site,
travel north (from Wilmington) on US Highway 17 to Country Club Road, in Hampstead. Turn right onto
Country Club Road and travel approximately 1.0 miles before bearing right on Olde Point Road. Continue
traveling on Olde Point Road until you come to the intersection of Olde Point Road and Olde Point Loop
Road. Turn right onto Olde Point Loop Road and then take the next left onto The Bluffs at Olde Point. The
subject property will be located on the left hand side of the road at house number 105.
Existing man-made features include a single family residential dwelling and a private docking facility. High
ground vegetation consists of lawn grass and ornamental shrubs. The high ground portion is elevated
approximately 15'-20' above the normal high water (NHW) level. The shoreline (+/- 150 linear feet) is
natural with no man-made stabilization. Vegetation includes mixed scrub and Coastal Wetland species
including: Smooth Cord Grass (Spartina alterniflora), Sea Lavender (Limonium, spp.), Glasswort
Salicornia spp), Spike Grass (Distichlis spicata) and Salt Meadow Grass (Spartina patens). Residential
properties border the site to the north, east and west and the AIWW/Old Topsail Creek border the property
to the south. It should be noted that Old Topsail Creek, in the vicinity of the subject property, has been
historically dredged as part of the Old Topsail/Nixon Creek Dredging project.
The existing pier is located on the southern portion of the property and extends approximately 30' into a
water body measuring approximately 170' across. A 14' x 14' covered gazebo is located at the terminal
end of the fixed access pier, and spans toward the west, and an 8' x 24' floating dock extends along the
eastern side of the fixed gazebo, running parallel to the shoreline. Currently, a 12' x 12' boatlift is located
along the interior portion of the floating dock, between the outer edge of marsh and floating dock, leaving
the outside edge of the floating dock open for "wet" dockage. The existing docking facility is located in
alignment with the existing piers (on either side), within 1/4 of the width of the water body. The existing
facility was authorized under CAMA General Permit No. 15774, which was issued on January 11, 1996.
The waters of Topsail Sound (adjacent to the project site) are classified as SA by the North Carolina
Division of Water Resources. They ARE NOT designated as a Primary Nursery Area (PNA) by the
North Carolina Division of Marine Fisheries, and they are OPEN to the harvest of shellfish. Based on visual
observations made by DCM staff during the January 2016 site visits, there appears to be NO Submerged
Aquatic Vegetation (SAV) in the surrounding area. Water depths in the vicinity of the existing facility range
from -3' to 4', relative to normal low water (NLW).
PROPOSED PROJECT:
The applicant proposes to expand an existing docking facility by installing a new 13' x 13' boatlift along
the western side of the existing fixed platform/gazebo. The proposed boatlift would not extend beyond the
terminal end of the existing platform and would be situated within the applicant's area of riparian access,
outside of the 15' adjacent riparian corridor setbacks. A single slip is being proposed with this development
plan, which would bring the total number of slips to three (3). Water depths in the vicinity of the proposed
structure range from -3' to 4' (at normal low water).

10. ANTICIPATED IlVIPACTS:
The proposed structures would incorporate approximately 169 sq. ft. of Estuarine Waters and Pubic Trust
Area. The proposed structures would extend approximately 25' feet offshore and terminate just inshore of
the existing pier -head line, which is located at the waterward end of the existing pier. The docking facility
would remain consistent with the 1/4 width rule and established pier -head line along a water body that
measured approximately 170' in width. Minor increases in turbidity should be expected during construction.
