TOHS grandfathered their S/D plan from requiring a SMP. They have a road crossing in the last phase. I told them that they would need to have a SMP approved by the Division since TOHS was not requiring or reviewing a plan. This project was originally approved in 2005 before Holly Springs had a stormwater program and two previous phases were built without bmp’s. This is the last phase of the project and was not laid out to accommodate stormwater bmp’s and coupled with the amount of topo we have it will be difficult to get a plan that works.
