Easley, Governor William G. Ross Jr., Secretary North Carolina Department of Environment and Natural Resources Coleen H. Sullins,Director Division of Water Quality June 9, 2008 RE: Division of Water Quality comments on Second Creek and Homestead mitigation sites Berger Bank Rowan County Staff from the Division of Water Quality have reviewed the mitigation report and conducted a site visit to these mitigation sites with you on April 10, 2008. The following comments are our recommendation as to credit release from these sites for this year. 1. Second Creek site a. Wetlands - We believe that the wetlands on the site meet all relevant success criteria and that the full allotment of credit from the site should be released. b. Streams - We believe that there has been no demonstrable change in the nature of this system in the past year and that the lower one-half (appx.) of the site is not showing stream characteristics while the upper half of the site is a functioning stream. Since credits were released for the upper half of the stream last year and the lower half of the site is not a stream and does not appear to becoming a stream as presently designed, we do not believe that more stream credits should be released for this site. 2. Homestead site a. Wetlands - We believe that the wetlands on the site meet all relevant success criteria and that the full allotment of credit from the site should be released. b. Streams - We support the release of additional stream credit as intermittent stream in a similar process as you approved last year.
