PROJECT SUMMARY: The North Carolina Wildlife Resources Commission is proposing to redevelop an existing boat ramp by expanding an existing parking lot. Field Investigation Report: NCWRC Page 02 9. NARRATIVE DESCRIPTION: The North Carolina Wildlife Resources Commission project is located at 248 Shell Rock Landing Rd. in the Hubert area of Onslow County. The project site is found by turning off of Hwy. 70 and onto Queens Creek Rd. in Swansboro. At the terminus of Queens Creek Rd., turn left onto Great Neck Landing Rd. before turning right on the Shell Rock Landing Rd. That the terminus of Shell Rock Landing Rd. will be the Shell Rock Boating Access Area. The project is located on a high ground cut off the AIWW. The property is 2.9 acres in its entirety and averages +7' NHW in elevation. The property is cleared and vegetated with various grasses. Existing on high ground is an existing gravel parking areas. Two existing boat ramps and a floating dock provide launching access to the public. This area of the AIWW is classified as SA-ORW and is a not Primary Nursery Area. The adjacent waters of the AIWW are open to the harvesting of shellfish but the basin connecting to the ramp is closed. The Onslow County LUP classifies the area within the 575' Estuarine Shoreline AEC as Conservation and all other areas Agricultural/Residential. 10. PROJECT DESCRIPTION: The applicant is proposing to redevelop an existing gravel parking area into a renovated 62 space parking lot. The new parking lot would be 2ac in size. It would provide 49 trailer spaces, 10 non -trailer spaces and 3 handicap spaces. No portion of the parking area would be within the 30' buffer. The engineer (McGill & Associates) has stated that the design will meet the 25% impervious limitation. This would be accomplished by using a permeable grid in the parking areas and gravel in the driving areas. The gravel would be a combination of #57 stone and abc stone. A sedimentation and erosion control plan and a stormwater plan have both been applied for. 11. ANTICIPATED IMPACTS: A total of 2ac would be disturbed on high ground during construction of this project. Temporary sedimentation could occur during construction. This project should increase public access to Public Trust Waters. The existing property is used as a North Carolina Wildlife Resources Commission boating access area. Currently there are a gravel parking area, paved boat ramp, and floating dock on the site. On-site parking is limited due to the impervious surface restrictions, as the site is within the 575' AEC of the adjacent SA:ORW waters. This project proposes to improve the parking areas on site to better serve the public and maximize available on-site parking opportunities while also ensuring compliance with all associated permits. Improvements to the on-site parking area include the rearranging of existing gravel and the use of a pervious parking surface. The cross section includes filter fabric, #57 stone and a permeable plastic grid, which is considered apervious surface as described in Session Law 2015-149, House Bill 634. The parking lot is being expanded to increase parking for trailered and non-trailered vehicles, as well as an increase in ADA parking.
