Dear Mr. Ball:
On April 24, 2008, the Division of Water Quality (DWQ) received your application dated April 23, 2008,
to fill or otherwise impact 0.37 acres of 404/wetland, 10 linear feet of intermittent stream, 0.50 acres of
open water (pond), and 1,800 square feet of Zone 1 Neuse River basin protected riparian buffers and
1,200 square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed
residential development at the site. On May 30, 2008, the DWQ received additional information from
you, however, the DWQ has determined that your application remains incomplete and/or provided
inaccurate information as discussed below. The DWQ will require additional information in order to
process your application to impact protected wetlands and/or streams on the subject property. Therefore,
unless we receive five copies of the additional information requested below, we will place this project on
hold as incomplete until we receive this additional information. If we do not receive the requested
information, your project will be formally returned as incomplete. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
As the chart on Sheet 1 illustrates, there are numerous high density drainage areas on this site. Per
the requirements of GC 3705, these drainage areas must comply with Stormwater Management
Plan (SMP) Requirements for Applicants Other Than the North Carolina Department of
Transportation, available at:

T.pdf. For each high density drainage area, please include an SMP that removes a minimum of
85 percent TSS and 30 percent TN from the stormwater generated by this project. For each
proposed BMP, please provide a completed BMP Supplement Form, with all the required items.

2. Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage from this site

3. Please provide one Level Spreader Supplement Form for each proposed level spreader, available

all items listed therein.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn
and you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
