After review of your proposal, the North Carolina Division of Water Resources (DWR) submitted comments and recommendations by memo dated December 21, 2016, a copy of which is enclosed for your consideration and response. You should provide written response to DWR's concern: "The applicant has defined site requirements that are too narrow for the overall project purpose in that no other sites are sufficient for a detailed review." Your response to the DWR's comments and recommendations should be provided to the Raleigh Regulatory Field Office, in writing, no later than January 20, 2017, so we can continue the timely processing of your application.
