Dear Mr. Conder:
Your application date December 13, 2016, was received by the Division of Water
Resources (DWR) on December 14, 2016. After reviewing the proposed project and given
the nature and scope of the project it was determined that a collective site visit by the
reviewing agencies beneficial. Until such time that a date can be determined and a site
inspection conducted, this project will be placed on hold pursuant to 15A NCAC 2H
.0507(h).
During review of the application some clarity is required for the following:
• It appears that the relocation of UT1 will result in a net loss of approximately
240 If of channel (Section D of cover letter).
• The wetland impact table indicates 5.68 acres of wetland will be impacted
due to construction the stream. Does the stream channel result in a loss of
wetland (conversion of wetland area to stream channel)?
• Will the construction of the channel in the wetland facilitate drainage of the
wetland?
• Are the large riprap riffles appropriate for a flood plain stream channel. I also
have concerns that given the minimal slope of the channel, the stream will be
more "stagnant", than flowing.
Typically, for such projects, a site visit is conducted with the interested agencies to
address some of these more general concerns prior to submittal of a plan. Please contact
the interested parties to coordinate the site visit. This office previously sent out an email
earlier, which may help facilitate this matter.
