Subject: Facility Interim Monitoring Plans Networks and Sampling Requirements
Dear Mr. Sideris:
The purpose of this letter is to provide clarification for the facility interim monitoring plan
networks and sampling requirements for each of the 14 Duke Energy coal ash facilities in North
Carolina. This technical direction is given to refine the scope of work related to the interim
monitoring plans proposed in the Corrective Action Plans for each facility and expound on
instruction detailed in the September 13, 2016 letter from the North Carolina Department of
Environmental Quality (DEQ) concerning implementation of the before -mentioned plans.
The objective of the interim monitoring plans is to collect data to facilitate completion of the
Groundwater Comprehensive Site Assessments and Corrective Action Plans so that remediation
goals can be established for the 14 Duke Energy coal ash facilities. After reviewing available site
assessment data, additional monitoring network sample locations have been identified and
provided in attached files for each respective facility. The revised facility interim monitoring plans
shall be conducted on a quarterly basis commencing the second quarter of calendar year 2017 until
Corrective Action Plans are accepted for the individual facilities or as directed otherwise by DEQ.
The quarterly sampling events will be conducted in conjunction with planned compliance
monitoring sampling events for three quarters during the calendar year, supplemented with an
additional sampling event conducted at each facility in order to provide four rounds of monitoring
data to evaluate seasonal fluctuations during a year-long timeframe.
The interim monitoring plan shall be conducted in the same manner as previous CAMA corrective
action groundwater and surface water monitoring events. The analyte list and analytical methods
for groundwater and surface water for the interim monitoring plans will reflect what has been
implemented during the Groundwater Comprehensive Site Assessments and the Corrective Action
Plans. Sampling for radionuclides at a limited number of monitoring locations upgradient,
immediately downgradient of the impoundments, and further downgradient of source areas in areas
that exhibit elevated concentrations of constituents of interest shall continue as part of the interim
monitoring program following direction given as comments related to the Groundwater
Comprehensive Site Assessments. Surface water sampling locations will be situated adjacent to

the bank of the surface water body where potential discharge of contaminated groundwater may
enter as base flow. If sampling an individual groundwater or surface water location is problematic,
please call the Regional Office to discuss. Any changes to interim monitoring network and
sampling requirements must be initiated by official correspondence from either the DEQ Central
Office or Regional Offices.
Document the results of the four quarters of sampling and analysis during the calendar year as an
annual interim monitoring plan report for each subject coal ash facility submitted by April 30' of
the following year. The respective annual monitoring reports shall include figures, tables, cross-
sections, maps, and time -series plots in a manner that provides an integrated, comprehensive
interpretation of site conditions and plume status. Reports submitted in a data summary format
will not be approved as an acceptable documentation of the monitoring program.
The DEQ is open to consider optimization of the interim monitoring plan program following a
qualitative and quantitative review of site-specific data. A thorough analysis of spatial and
temporal trends related to contaminant distribution that include determination of background
conditions and identification of areas impacted by coal ash residuals must be provided as a decision
framework to support improvements to long-term monitoring programs.
