Dear Mr. Ham,
On December 8, 2016, DWR received a Year 5 Monitoring Report for Tract L-8 of the Contentnea
Creek/Little Contentnea Creek Bank Parcel (CLCC) submitted by Greene Environmental Services,
LLC (GES). This document is the fourth monitoring report submitted by GES as required by DWR
after a substantial replant in 2012. This report documents the vegetation conditions on the L-8 tract
after 5 years of growth. Despite the impacts of Hurricane Matthew in October 2016 on the subject
site, stem densities were higher than 320 stems per acre in both of the monitoring plots. No
encroachment within the conservation easement boundary was noted in the report.
As mentioned in previous correspondence between Ms. Merritt and GES, DWR will release the final
10% of nutrient offset and riparian buffer credits for the CLCP bank when the following has been
achieved:
• five years of monitoring and maintenance have been completed for Tract L-8,
• the appropriate success criteria is achieved,
• DWR has performed an onsite visit to assess vegetation conditions, and
• the conservation easement is assigned to a land trust or stewardship approved by the DWR.
At this time, DWR needs to assess the vegetation conditions onsite and GES needs to conclude their
search for an acceptable land trust or stewardship to hold the conservation easement in perpetuity.
