The first 4' of shoulder is paved. Annual Avg Daily Traffic (veh/hr/day): Design/Future: 1420 Year: 2025 Existing: 710 Year: 2010 General Project Narrative: The North Carolina Department of Transportation (NCDOT) has proposed to replace Rockingham County Bridge #780039 on Bethany Road (SR 2316) over Jacobs Creek. The (Description of Minimization of Water existing structure is a four span bridge (1@40'2", 2@40', 1@40'2") and is RC deck on I-Beams supported by RC caps on timber piles and RC posts and beams. The proposed Quality Impacts) structure is a three span (1@40', 1@80', 1@40') 33" box beam with 4' deep caps. This structure has been designed to have as little environmental and surface water impacts as possible. A temporary work pad (causeway) will be installed to remove existing concrete bent in the water. This impact in surface water is temporary. There are no permanent surface water impacts for this project. To avoid direct discharge of bridge storm water into the receiving water, deck drains will be installed above the overbank (floodplain) areas to promote infiltration prior to stormwater reaching surface water. Storm water impacts to the stream have been minimized by utilizing grated inlet and pipe to collect bridge storm water and use rip rap outlet protection at 14+55 RT to dissipate energy to provide a diffuse flow (non-erosive sheet flow) in a wooded area. This diffuse flow will run for a distance of 80'+/- in the wooded area before entering the stream. At NW quadrant, an existing roadside ditch has outlet at 12+90 LT and becomes diffuse flow in a wooded area for a distance of 120'+/- before entering the stream. This ditch will be retained and lined with toe protection using permanent soil reinforcement matting along the fill slope. At NE quadrant, an existing roadside ditch has outlet at 16+70 LT and becomes diffuse flow in a wooded area for a distance of 120'+/- before entering the stream. This ditch will be retained and lined with toe protection using permanent soil reinforcement matting along the fill slope. At SE quadrant, an existing roadside ditch has outlet at 16+90 RT and becomes diffuse flow in a wooded area for a distance of 110'+/- before entering the stream. This ditch will be retained and lined with toe protection using permanent soil reinforcement matting along the fill slope. Due to the nature of low impact bridge replacement, the increases in stormwater discharges (post vs pre condition) are insignificant and the existing ditches do not need to be modified. Therefore, additional stormwater measures are not required.
