When it is ready, please send your fresh PCN to the Asheville Corps office via US Post Office so they can scan it and channel to me electronically to evaluate. (No, sorry. We can't take emails yet for fresh PCNs). Keep in mind for when I review your new PCN: 1) NWP 14 is unusual for this scenario - NWP 39 was more appropriate unless floodplain precluded use; 2) legibility of plans were poor; 3) USFWS letter appears old and there was a SHPO 106 consultation that I may need to circle back on depending on your new impacts and our SHPO data layer results. It is the Corps responsibility to make the NHPA 106 and Sect. 7 ESA effects determinations. Thank you. Stormwater for the site plan and a “mickey mouse” installation design for the 3 culverts at the road crossing will be revised. We anticipate having the revision completed by January 6, 2017. I will send you the revised exhibits and revised PCN quantity numbers once I receive them. It is anticipated that based on the “mickey mouse” installation design, stream impacts will be reduced; however, a final determination is dependent upon the flood analysis. The project doesn’t really meet the intent of a typical low-density development in a number of ways, primarily with the concentration of impervious areas next to surface waters rather than uplands and failure to utilize vegetated conveyances throughout with 3:1 side slopes. Direct piping of the offsite drainage to the stream bank is also a problem – it should be conveyed with a swale. I would want to have some treatment for runoff from the building and parking areas even if it is 23.9% BUA (which I have no way to verify without more information). Given that the channel is 7 ft wide and you propose three seven (7) wide culverts side by side, this will over widen the channel (immediately up and down stream). We typically suggest a mickey mouse installation, so that base flow can move through a single culvert and storm flow moves through the additional culverts. 2) It seems that rather than “piping” off site storm water flow, why isn’t that added to the propose grassed swale? Since there is no treatment volume of concern. 3) The dissipater pad must be constructed so that water flow over the rock upon leaving the culvert and not through the rip rap. Rip rap is not a DWR requirement, and if the culvert is constructed properly, it may not be needed (see photo) 4) Not my area of expertise, but it seems that given the concentrated parking, treatment may be required…..Cory????
