Subject: Request for a Nationwide Permit 14 and 401 Water Quality Certification for
culvert installations on Zebra Road in Chowan Swamp Game Land, Gates County.

The North Carolina Department of Transportation is requesting the issuance of a
Nationwide Permit 14 and corresponding 401 Water Quality Certification for 2 culvert
installations on Zebra Road in Chowan Swamp Game Land, Gates County. The North
Carolina Wildlife Resources Commission has contracted with NCDOT to install the
culverts on their property in order to restore the historical connectivity of the adjacent
wetlands. The new 18"X30' CAP's would be installed in the gravel roadway in 2
locations, as indicated on the included map. The project would result in approximately
64 sq. ft. of excavation in jurisdictional wetlands and 120 sq. ft. of temp. hand clearing in
jurisdictional wetlands. No jurisdictional stream impacts are proposed.
