Evans Ballahack Bank Credit Release — Task 8
Dear Mr. Ham:
On November 15, 2016, the Division of Water Resources (DWR) received a Year 4 Monitoring
Report for the Evans Ballahack Mitigation Bank from Greene Environmental Services, LLC
(GES). Overall, site conditions appear good and vegetation data results show stem densities
higher than the required 320 stems/acre. Additionally, no encroachment within the easement
boundaries was noted in the report.
DWR has received a Continuation Certificate to Performance Bond #22BSBGR5723 issued to
GES in the amount of $80,000 to cover monitoring and maintenance at the subject site. The term
of this bond applies through December 1, 2017. Therefore, GES is required to renew the bond
prior to December 1, 2017, and is required to renew the bond for at least 1 more year. Future
credit releases will be dependent on both the renewal of this bond and the annual monitoring
report where applicable. GES has DWR approval to reduce this performance bond from $80,000
to $60,000, which is 60% of the original bond amount of $100,000.
According to the UMBI signed on May 1, 2013, the following Project Milestones have been met,
and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements
for the above -referenced tract and 10% of your Tar -Pamlico riparian buffer credits (0.10 x
237,402 ftz = 23,740.2 ft') are now available for sale. Additionally, 10% of your nitrogen
nutrient offset credits (0.10 x 10,342.24 lb -N =1,034.22 lb -N) and 10% of your phosphorous

nutrient offset credits (0.10 x 666.121b -P = 66.61 lb -P) are now available for sale. Please
update your credit ledgers accordingly.
Please note that nutrient offset credits generated at this site must be used for development
impacts in HUC 03020103 of the Tar -Pamlico River Basin. Additionally, the riparian
buffer credits must be used for impacts in the Tar -Pamlico River Basin according to
guidelines in 15A NCAC 02B .0295 which became effective November 1, 2015.
